Also other changes in the PBA was necessary. Due to the<br />
EC also other changes in the PBA was neccessary. The<br />
changes in the PBA also came into force the 1 st of January<br />
1999. Changes about a buildings aesthetic value came into<br />
force the 1st of January 1999.<br />
Other changes in the PBA are regulations about making<br />
public premises and public places adapted to disabled<br />
peoples needs (1 st of July 2001) and a different order in the<br />
appeal system (1 st of July 2003).<br />
A revision of the planning legislation is in progress. The<br />
changes in the legislation can be expected by earliest in<br />
2005.<br />
This publication deals with the regulatory system for<br />
permits and other supervision and inspection in the<br />
construction process in accordance with the legislation as<br />
fr<strong>om</strong> the 1 st of July 2004.<br />
Overview<br />
Building permits<br />
Society hears an overriding responsibility, primarily<br />
through the local authority, to ensure that buildings are<br />
located on land which is fit for the purpose and that<br />
fundamental requirements in such areas as safety, health,<br />
hygiene, cultural heritage and access for the disabled are<br />
met in buildings and in the built environment.<br />
According to the PBA, permits for construction, etc. are<br />
given in the form of building permits, demolition permits<br />
or site alteration permits.<br />
— A building permit concerns construction of a new<br />
building, additions to a building, change of use of a<br />
building, certain external alterations to a building, as<br />
well as the provision of, or substantial changes to, civil<br />
engineering works other than buildings.<br />
— A demolition permit concerns the c<strong>om</strong>plete or partial<br />
demolition of buildings.<br />
— A site alteration permit concerns excavation or the<br />
deposition of fill which will appreciably alter the level<br />
of ground within land set aside for development or<br />
land for public places, as well as tree felling and afforestation.<br />
Applications for a permit are processed by the building<br />
c<strong>om</strong>mittee of the local authority, i.e. the c<strong>om</strong>mittee(s)<br />
whose duty it is to fulfil the obligations of the local<br />
authority within the planning and building system and to<br />
exercise detailed supervision over building activity.<br />
As mentioned above, according to the legislative<br />
changes which came into force on the 1 of July 1995,<br />
processing of applications for a building permit has been<br />
confined to an examination of the location of a building or<br />
civil engineering works and of the design of the works or
