Introduction
The Planning and Building Act (1987:10), PBA, contains
regulations concerning planning and building. The object
of the regulations is, with due regard to the freedom of the
individual, to promote equal and good social living
conditions and a sound and sustainable environment.
In 1987, legislation in the flelds of planning and building
and the management of land and water resources was
subject to radical changes. The Act (1987:11) on Development
Cooperation, ESL, and the Act (1987:12) on the
Management of Natural Resources, etc., NRA, also came
into force at the same time as the PBA, resulting in
amendments to some 40 other acts.
At the end of 1992 a Commission of Enquiry (the Planning
and Building Commission) was set up. Its mandate
was to carry out a review of planning and building legislation
in the light of the experience gained from the PBA
reform and the new conditions which developments in
society imposed on the planning of land and water use
and on building. On the 1st of June 1994 the Riksdag (the
Swedish Parliament) adopted comprehensive changes in
planning and building legislation. The changes came into
force on the 1 st of July 1995 and processing of applications
for a building permit was confined to an examination of
location and the detailed placing and design of buildings
etc. At the same time, a new supervision and inspection
system, formally independent of the building permit
system, was introduced regarding the technical requirements
for buildings and civil engineering works.
Most of the technical requirements for buildings and civil
engineering works in Chapter 3 of the PBA and the regulations
concerning building products in the Building Products
Act (1992:1535) was transferred to a new Act (1994:847)
on Technical Requirements for Building Works etc., BVL.
The regulations concerning type approval and production
control in the PBA have also been transferred to the new
act. The act also contains certain fundamental regulations
concerning functional rests on ventilation systems.
The 1 st of January 1999 the Environmental Code
(1998:808), EC, came into force. The NRA and several
other laws were incorporated into the EC. Chapter 3 and 4
of the EC contains general and special management
