Socialtjänstens förebyggande arbete med barn, unga och familjer

Little research has previously been done on social preventative work. No general survey
of social preventative work directed at families has been done in Sweden. The aim of this
study is to describe how the social services in the area of Stockholm view preventative
work, what type of preventative work they offer and the extent of their collaboration with
other vocational fields in this regard. The study is based on telephone interviews with 18
managers of child welfare services and has a predominantly quantitative design. The
main theoretical starting point is the concept of prevention. The analysis is mainly based
on different levels of prevention; primary, secondary and tertiary. The main finding of the
study is that secondary prevention, e.g. Parent Education Programs, is the most common
form of prevention. The results indicate that a significant part of all preventative work
directed at children and youths reaches its intended recipients indirectly, mainly via their
parents. The study also shows that tertiary prevention in the form of counselling is
offered considerably more often to youths than to children. Furthermore, certain forms of
tertiary prevention which normally require investigation are now found to be offered
without formal decision of intervention.
