submit a consolidated self-evaluation report of their Care science research<br />

to the Research Council.<br />

The major objectives of the evaluation were to evaluate the scientific<br />

quality from an international perspective and the clinical and/or societal<br />

relevance of the research. This evaluation was undertaken by two panels,<br />

one scientific panel with international experts and one relevance panel consisting<br />

of (Swedish) persons with a special expertise in the use of research<br />

in the healthcare field.<br />

The evaluation work consisted primarily of reviewing self-evaluation reports<br />

from twenty eight universities/colleges. No site visits or special hearings<br />

were conducted. Rather, a number of submissions were allocated across<br />

panel members for them to review independently and the results were discussed<br />

at a 2 day panel meeting in Stockholm on 10th and 11th January 2012.<br />

The overall objective of the evaluation was to inform the Research council<br />

about the scientific quality of the research within the area, within an<br />

international context. The scientific panels’ specific evaluation objectives<br />

were to:<br />

• Assess the scientific quality of Care Science research from an international<br />

perspective;<br />

• Identify research collaborations and networks regionally, nationally and<br />

internationally;<br />

• Assess future plans and research potential;<br />

• Identify strong research areas and/or successful research groups and areas<br />

where improvements could occur;<br />

• Make recommendations.<br />

Panel members from seven different countries worked independently, with<br />

several reviewing the same submission (see Instructions for the scientific evaluation<br />

in Appendix 1). It was pleasing to note the high degree of consensus<br />

across the panel members with regard to their assessments. There follows an<br />

overview of the main issues that arose from the exercise.<br />

Process Issues<br />

• The panel would wish to stress that their reports should not be used to<br />

rank or compare care science in one university with another. To do so,<br />

considering the heterogeneity across the sector, would not be helpful.<br />

• The very broad definition of Care Sciences brought some challenges to<br />

panel members in their assessment of submissions. The Research Council<br />

might consider revisiting this definition with a view to having a greater<br />

focus. Furthermore, there were some self-evaluation reports that were<br />

very well written but some where there was obviously little effort expen-<br />
