Rental periods
An examination of the contractual periods for rental agreements in the
higher education sector since the financial year 1993/94 indicates that there
has been a harmonization to rental periods of ten years. The planned rental
periods indicated by institutions of higher education may be an expression
of this harmonization.
Investment costs
Primarily it is the landlord who possesses of knowledge of investment costs
and other costs relating to rental premises. It is not possible to make use of
the principle of public access to information to demand an account of the
investment costs for every single rented object. Investment costs reported by
institutions of higher education amount to some 4,600 million kronor in all.
Overall assessment
On the basis of the analysis in this report, it is the opinion of the National
Agency for Higher Education that the planning of institutions of higher
education with respect to premises utilization is realistic, since the proportion
of rental costs is expected to alter relatively little in future. At the same
time, it should be pointed out that the Agency’s calculations and forecasts are
based on briefing materials supplied by the institutions of higher education
themselves. The Agency’s opinion thus presupposes that the calculations and
forecasts of the institutions of higher education are up-to-date and realistic.
