Rental costs as a proportion of revenues 1997-2000<br />

To forecast aggregate future revenues, the National Agency for Higher<br />

Education has used data from annual accounts, budgetary briefing materials<br />

and the Finance Bill of 1998.<br />

Rental costs as a proportion of expected aggregate revenues are estimated to<br />

increase by 0.2 percentage points on average between the financial years<br />

1998 and 2000 for institutions of higher education. If planned measures<br />

relating to the supply of premises and entailing changes in rental costs are<br />

also included, the proportion increases by 0.7 percentage points.<br />

According to a recent estimate taking the interim annual reports of<br />

institutions of higher education of July 1998 as its starting point, the<br />

proportion of rental costs will on the whole remain unchanged between the<br />

financial years 1997 and 1998.<br />

Future large-volume rental agreements<br />

In the spring of 1998, institutions of higher education were planning to<br />

draw up large-volume rental agreements to an annual amount of some 684<br />

million kronor up to and including the year 2002. This amount is divided<br />

between some forty agreements. Approximately 238 million kronor of the<br />

amount mentioned constituted rental costs paid by institutions of higher<br />

education for premises which are already under lease and which will be<br />

modified in some way or replaced. In many cases, the rental costs stated are<br />

based on very provisional estimates of the design and costs of the projects in<br />

question.<br />

In addition to the above mentioned rental costs, further costs arise as a result<br />

of planned construction measures or rental arrangements that have not yet<br />

been finalized sufficiently to allow any rental consequences to be gauged.<br />

Also, some institutions of higher education will probably take over<br />

responsibility for current rental agreements for premises now being used for<br />

educational programmes in the care sector.<br />
