The development of rental costs
In the financial year 1993/94 the aggregate rental costs for institutions of
higher education amounted to 2,500 million kronor. The costs increased to
3,200 million kronor in the financial year 1997 — an increase of 27 per cent.
In the financial year 2001, rental costs will have increased to 3,900 million
kronor or by 58 per cent in relation to the financial year 1993/94, as a
consequence of decisions that have already been taken. If the consequences
of planned changes in the utilization of premises are also taken into
consideration, rental costs in the financial year 2001 will amount to 4,200
million kronor — an increase of 67 per cent. After this, rental costs will only
increase marginally on the basis of currently known planning.
The development of rental levels
In this report the rental level is understood to be the rental cost according to
the rental agreement expressed in kronor per square metre per year.
The rental level for premises specified in official decisions increased from
1,137 to 1,140 kronor per square metre per year between the financial years
1993/94 and 1997. In the financial year 2001 the rental level will have
increased to 1,258 kronor per square metre per year — an increase of 11 per
cent. If planned modifications in the utilization of premises are taken into
account, the rental level in 2001 will have increased to 1,302 kronor per
square metre per year.
In percentage terms, the area in use and rental costs increased to the same
extent between the financial years 1993/94 and 1997. Subsequently, the
rental cost increases more than the area utilized with respect to both
measures about which final decisions have been taken and those which are
still in the planning stage. This is reflected in rental levels per square metre
which increased in 1997 after remaining at more or less the same level since
1993/94.
