Rental costs in Swedish higher<br />

education – report to the<br />

government<br />

Summary<br />

In accordance with Government assignment of 20 November 1997 and 19<br />

February 1998, this report presents the development of costs for current and<br />

future rental agreements for premises leased by institutions of higher<br />

education during the financial years 1993/94-2001 together with planned<br />

future rental agreements of significant volume. In addition, the report<br />

presents central concepts and issues relating to the supply of premises in the<br />

higher education sector.<br />

The institutions of higher education have provided the National Agency for<br />

Higher Education with data concerning current rental agreements and<br />

planned modifications to premises and rental agreements. Where appropriate<br />

the institutions have specifically described projects estimated to entail rental<br />

agreements of significant volume as of 1999. They were further asked about<br />

the results of possible renegotiations of rental agreements for premises leased<br />

on 1 July 1993, i.e. the date on which they assumed responsibility for the<br />

provision of premises. Additional data have been taken from Government<br />

Bills, statistics and other publicly available material.<br />

The Agency for Administrative Development has compiled data on rental<br />

agreements and has also calculated rental costs as well as providing briefing<br />

materials in relation to certain other compilations.<br />

Increase in area occupied by premises as of 1993/94<br />

The aggregate area of premises on lease to institutions of higher education<br />

increased from 1993/94 with 27 per cent to 2,800 million square metres in<br />

1997. It is expected to increase to 3,200 million square metres by the year<br />

2001. As a rule, specific planning for premises (i.e. planning that can be<br />

expressed in terms of areas and rental costs) does not extend beyond this.<br />
