DECLARAÞIA SUMMIT-ULUI NATO DE LA BUCUREªTI 2008 Una dintre problemele importante cãrora NATO trebuie sã le facã faþã este ºi aceea a modului în care urmeazã sã-ºi defineascã locul în cadrul eforturilor internaþionale de combatere a proliferãrii armelor de distrugere în masã (ADM). Ameninþarea proliferãrii ADM se aflã în vârful listei comunitãþii internaþionale privind provocãrile de securitate ale perioadei post rãzboi rece. Pentru a rãmâne credibilã ca instituþie de securitate, Alianþa trebuie sã joace ºi sã fie perceputã cã joacã un rol important în abordarea unor astfel de provocãri. La Summit-ul de la Bruxelles din ianuarie 1994, aliaþii au decis sã-ºi concentreze în mod serios atenþia asupra proliferãrii ADM ºi a impactului acesteia asupra securitãþii. Una din principalele structuri ale Alianþei axate pe aspectele ADM este Grupul NATO în Domeniul Neproliferãrii (Defence Group on Proliferation - DGP). Între 1994 ºi 1996, acesta a elaborat prima evaluare comprehensivã a Alianþei privind riscurile generate de proliferarea ADM, identificând în ultimã instanþã neajunsuri în privinþa capabilitãþilor legate de ADM ale þãrilor membre NATO ºi stabilind planuri pentru a contribui la eliminarea acelor lipsuri. Ulterior DGP a dezvoltat o nouã abordare de construire a apãrãrii împotriva ADM a Alianþei, având în vedere capabilitãþile multinaþionale bazate pe angajamentele naþionale. DGP reprezintã autoritatea politico-militarã a NATO care asigurã coordonarea activitãþilor specifice neproliferãrii, având rolul de a consilia Consiliul Nord Atlantic în domeniul dezvoltãrii capabilitãþilor colec- An important problem that NATO must cope with, is how it will define its position within the international efforts to control WMD. In case of partially related terrorist events, the WMD proliferation threatening is placed first on the list of the international community for security challenges during the cold post-war. In order to be a genuine security institution, the Alliance must play and it should be seen as playing an important part in approaching such challenges. As a result, at the Summit from Bruxelles in January 1994, the allies decided to seriously focus on WMD proliferation and their impact on security. One of the main structures of the Alliance centred on WMD issues is the Defence Group on Proliferation - DGP. Between 1994 and 1996, this Group prepared the first comprehensive evaluation of the Alliance concerning the risks generated by WMD proliferation, identifying shortcomings in NATO members capabilities related to WMD and finally drawing up plans to put an end to these short-comings. Afterwards, the DGP developed a new strenghtening approach to the defence against of the WMD Alliance taking into account the multinational capabilities grounded on national commitments. DGP is NATO’s political-military authority that coordinates the defence on proliferation specific actions, being responsible for the North Atlantic Council advising in developing the collective capabilities to defend against CBRN risks, threats and challenges and to control WMD proliferation and 5
