depinde de profitul pe care-l poate stoarce pe piaflæ o afacere de tip capitalist.<br />
Respectarea contractelor e garantatæ de lege.<br />
Nu asta s-a întîmplat în cadrul „socialismului real øi existent“. Statul fusese<br />
cel care stabilea sarcinile de producflie, iar în funcflie de aceste sarcini el aloca<br />
resursele pe care a decis sæ le foloseascæ pentru întreflinerea øi reproducerea<br />
forflei de muncæ. Pozifliile de pe care puteau negocia vînzætorii mærfii „forflæ<br />
de muncæ“ (proletarii) fuseseræ slæbite prin obligativitatea generalæ a muncii<br />
øi prin egalitatea relativæ a diverselor ramuri de producflie – în afaræ, desigur,<br />
de prohibiflia de a se organiza sau de a lansa greve. La schimb, statul<br />
a oferit siguranfla unei subzistenfle minimale, dar cît de cît acceptabile – cel<br />
puflin pînæ n-a fost lovit de crizæ øi n-a devenit incapabil sæ satisfacæ exigenflele<br />
în creøtere ale consumului øi bunæstærii sociale. Unitæflile de producflie fuseseræ,<br />
totodatæ, øi unitæfli de bunæstare socialæ: de la locurile de odihnæ aparflinînd<br />
uzinelor, centrele de asigurare socialæ ale sindicatelor, biblioteci de<br />
fabricæ, pînæ la formele neoficiale ale „asistenflei“ în sens larg. Tensiunile au<br />
fost un timp atenuate øi printr-o sporitæ mobilitate socialæ. Aceste træsæturi<br />
nu sînt specifice însæ numai „socialismului real øi existent“. Funcfliile mai largi<br />
ale uzinelor, cele care depæøesc simpla producflie, funcflii legate de bunæstare,<br />
de garanflii sociale, de sænætate øi de odihnæ, se regæsesc øi la marile fabrici<br />
de succes din Japonia, Coreea de Sud sau Taiwan.<br />
Rolul central al statului nu înseamnæ cæ în vechiul regim n-ar fi existat o clasæ<br />
dominantæ. „Noua clasæ“ a birocraflilor e o realitate. La fel ca, odatæ regimul<br />
schimbat, convertirea posturii funcflionæreøti-manageriale în posturæ de<br />
afacerist privat sau manager capitalist.<br />
Trebuie sæ fim atenfli la extraordinara coincidenflæ prin care, în anii ’70, aøanumitul<br />
„stat al bunæstærii“ sau „stat social“ a intrat în crizæ simultan în Vest<br />
øi în Est. Cheltuielile pe garanflii sociale au muøcat din profituri; din acest motiv,<br />
producflia compensatorie extinsæ (investiflie, credit, dezvoltare) a intrat în crizæ.<br />
Sæ nu uitæm nici cæ statul planificator, „asistenflial“, al bunæstærii nu are numai<br />
versiuni staliniste sau poststaliniste, ci øi social-democrate, socialist-creøtine,<br />
New Deal, fasciste øi naflional-socialiste. Eliminarea, limitarea pieflei n-au fost<br />
specifice numai programului comunist.<br />
Desigur, capitalismul de stat de tip boløevic/stalinist, dictatorial øi dirijist n-a<br />
fost un sistem bazat pe piaflæ, dar, în epoca sa, el n-a fost singurul: el a pæstrat<br />
toate caracteristicile principale ale capitalismului. Din punctul de vedere<br />
al anticapitalismului, nu s-a produs nicio pagubæ prin cæderea lui.<br />
Cæderea lui nu e de regretat nici dintr-un punct de vedere „democratic“.<br />
Diversele mecanisme de reglare a comportamentului uman se aflæ în corelaflie<br />
(cel puflin în complexele societæfli moderne). Modelul coercitiv al aproprierii<br />
plusvalorii, ca opus celui contractual bazat pe piaflæ, a avut, evident,<br />
un rol în limitarea insuportabilæ a autonomiei umane, împotriva cæreia popoarele<br />
din „blocul estic“ s-au revoltat în mod repetat – aceastæ revoltæ mai<br />
constituie încæ moøtenirea noastræ comunæ, cu János Kis, deøi în judecarea<br />
succesului turnurii finale a evenimentelor din 1989 opiniile noastre diferæ<br />
în mod categoric.<br />
Înlocuirea Planului cu Piafla øi a sistemului monopartinic cu sistemul reprezentativ,<br />
cu „democraflia“ parlamentaræ, mediatæ, bazatæ pe competiflia pluralistæ,<br />
fusese (logic) doar una dintre solufliile crizei vechiului regim, dar, în<br />
realitate, i-a fost unica soluflie. Recunosc cæ, ajuns deja în alte pærfli într-o fazæ<br />
de declin, decadentæ, capitalismul liberal a însemnat altceva în flærile „blocului<br />
estic“, dominate de capitalismul de stat însoflit de dictaturæ, decît în<br />
time depend on the extent of profit the capitalist enterprise produces on the<br />

This is not what happened in the “really existing socialism”. The state determined<br />
the goals of production, and in a manner subordinated to these goals,<br />
it allocated resources for the support and reproduction of the labor force;<br />
while, beyond prohibiting organizations and strikes, it weakened the bargaining<br />
position of the sellers of the labor force commodity (the proletariat)<br />
through the general obligation to work and through the relative equality of<br />
wages in various branches of production. In exchange, it provided a low level<br />
of existential safety – at least until it had to face crises and became incapable<br />
of answering the growing need for consumption and welfare. Economic units<br />
were at the same time welfare units, company-owned holiday resorts, libraries,<br />
and other, “informal” means of general welfare included. For a while, the<br />
state managed to temper tensions by means of a heightened vertical mobility<br />
as well. Nevertheless, all these are characteristics not exclusive to “really<br />
existing socialism”. Certain functions reaching beyond production (regulating<br />
welfare, social insurance, health and leisure issues) also emerge in successful<br />
Japanese, South Korean, and Taiwanese mega-companies.<br />
The central role of the state does not imply a lack of ruling classes in the previous<br />
regime. The bureaucratic “new class” is a reality. So is the later conversion<br />
of the civil servant or managerial positions of state capitalism into<br />
positions of private entrepreneur and capitalist manager.<br />
The stunning simultaneity of the crisis of the so-called “welfare state” or the<br />
“social state” in the West and the East in the ’70s is worth noting. Welfare<br />
costs reduced profits, and this led to the crisis of enlarged reproduction<br />
(investment, credit, development). Let us not forget that beside its Stalinist<br />
or post-Stalinist versions, the planning, “assistential”, welfare state also has<br />
social-democratic, social-Christian, New Deal, fascist, and national-socialist<br />
versions as well. Eliminating or limiting the market was not an exclusive feature<br />
of the communist program.<br />
The Bolshevik/Stalinist, dictatorial, planning state capitalism was naturally not<br />
a market system, but it was neither the only one at that time. Moreover, this<br />
state kept the most important features of capitalism. From an anti-capitalist<br />
point of view, its loss is not painful.<br />
Moreover, from a “democratic” point of view, its loss is not painful either.<br />
The various mechanisms that regulate human behavior are interrelated (especially<br />
in complex, modern societies). The non-market contractual, constraintbased<br />
model of the appropriation of surplus value has certainly played a role<br />
in making the limitation of human autonomy unbearable, and people in the<br />
“Eastern bloc” have repeatedly protested against this limitation. Well, this<br />
revolt is the common heritage I still share with János Kis, even if our opinion<br />
on the success of the 1989 turn differs significantly.<br />
Replacing the Plan with the Market, the monolithic political system with a parliamentary<br />
democracy based on pluralist competition, that is, with a system<br />
based on representation, was (logically) one possible way to solve the crisis of<br />
the old regime, but actually it was the only one. Liberal capitalism, elsewhere<br />
already in decline, had a different meaning for the state-capitalist, dictatorial<br />
countries in the “Eastern bloc” than for the West. Freedom of speech, first<br />
of all, and the disappearance of censorship represented a huge progress,<br />
from which these regions benefit greatly, even today.<br />
Nevertheless the promise of renewal bore other elements as well. I used<br />
to belong to one of the democratic groups that had played a certain role in<br />
