<strong>APELL</strong> PENTRU MINERIT<br />
Foreword<br />
<strong>APELL</strong>, standing for Awareness and<br />
Preparedness for Emergencies at Local<br />
Level, is a programme developed by UNEP<br />
in conjunction with governments and<br />
industry with the purpose of minimizing the<br />
occurrence of environmental emergencies,<br />
technological accidents and their harmful<br />
effects.<br />
The strategy of the <strong>APELL</strong> approach is to<br />
identify and create awareness of risks in<br />
an industrialized community, to initiate<br />
measures for risk reduction and mitigation,<br />
and to develop coordinated preparedness<br />
between the industry, the public local<br />
authorities and the local population.<br />
The purpose of <strong>APELL</strong> is to prevent loss<br />
of life or damage to health and social wellbeing,<br />
avoid property damage, and ensure<br />
environmental safety in the local community.<br />
UNEP sees the promotion of the <strong>APELL</strong><br />
concept in Romania as part of the<br />
environmental sustainable approach, and as<br />
a contribution to reduction of the disasters<br />
effects. The existence of adequate systems for<br />
assuring an efficient emergency and response<br />
management in the case of mining disasters<br />
represents a major problem for many local<br />
communities in Romania. In the given<br />
situation, the potential beneficiaries and<br />
users of <strong>APELL</strong> Programme are: Ministry of<br />
Environment and Environmental Protection<br />
National Agency, Ministry of Administration<br />
and Interior, Environment National Guard,<br />
Red Cross National Society, public local<br />
authorities and communities.<br />
Intense restructuring of the mining industry<br />
within Romania is now being undertaken.<br />
A correct resolution of the associated<br />
significant environmental and sustainable<br />
development issues must be addressed, in<br />
compliance with the European standards.<br />
The Environmental Partnership for Mining<br />
supports the responsible re-launching of<br />
the mining industry in Romania and the<br />
resolution of serious sustainability issues,<br />
as defined by related economic, social and<br />
environmental issues.<br />
UNEP welcomes this initiative in Romania to<br />
reduce major mining accidents by using the<br />
<strong>APELL</strong> for Mining approach and encourages<br />
its further development and wider<br />
dissemination.<br />
