APELL PENTRU MINERIT
Foreword
APELL, standing for Awareness and
Preparedness for Emergencies at Local
Level, is a programme developed by UNEP
in conjunction with governments and
industry with the purpose of minimizing the
occurrence of environmental emergencies,
technological accidents and their harmful
effects.
The strategy of the APELL approach is to
identify and create awareness of risks in
an industrialized community, to initiate
measures for risk reduction and mitigation,
and to develop coordinated preparedness
between the industry, the public local
authorities and the local population.
The purpose of APELL is to prevent loss
of life or damage to health and social wellbeing,
avoid property damage, and ensure
environmental safety in the local community.
UNEP sees the promotion of the APELL
concept in Romania as part of the
environmental sustainable approach, and as
a contribution to reduction of the disasters
effects. The existence of adequate systems for
assuring an efficient emergency and response
management in the case of mining disasters
represents a major problem for many local
communities in Romania. In the given
situation, the potential beneficiaries and
users of APELL Programme are: Ministry of
Environment and Environmental Protection
National Agency, Ministry of Administration
and Interior, Environment National Guard,
Red Cross National Society, public local
authorities and communities.
Intense restructuring of the mining industry
within Romania is now being undertaken.
A correct resolution of the associated
significant environmental and sustainable
development issues must be addressed, in
compliance with the European standards.
The Environmental Partnership for Mining
supports the responsible re-launching of
the mining industry in Romania and the
resolution of serious sustainability issues,
as defined by related economic, social and
environmental issues.
UNEP welcomes this initiative in Romania to
reduce major mining accidents by using the
APELL for Mining approach and encourages
its further development and wider
dissemination.
