Abstract. Yesterday’s Caesar and today’s state have a number of
functions through various kinds of institutions and persons more or less
capable and responsible for the fate of the people they govern.
A function that the state assumed about 100 years ago, not only here
but also in other countries of the world, is to guarantee to those who worked
for a certain number of years a pension income at retirement and other
social security rights.
It is now noticed that, in exercising this function, the state has not
shown sufficient responsibility or interest.
Its pension programs reached bankruptcy almost everywhere and,
despite their contestation, following the non-fulfillment of the promises made
through them, in Romania it was decided the introduction of another
pensions scheme and other social insurance rights, beginning with January
1, 2011 – the system for natural persons living in rural areas, called for
farmers too, similar to the public system of pensions.
Knowing to a certain extent the limits of this system (public), we offer
to the interested reader a model of reforming the system of pensions for
farmers at the beginning of their activity and not after 30 years from now on.
The model proposed by us contains steps that can be controlled by
anyone, not only by those who are now hiding from the world and don’t want
anyone to see and especially understand what they are doing with the
