– organizes certification of pedagogical and scientific-pedagogical personnel in order to provide them with
qualification degrees, pedagogical and scientific ranks.
The Supreme Certification Commission of Ukraine organizes and conducts the certification of scientific and
scientific-pedagogical personnel, manages the work related to giving scientific ranks, giving academic degree of
a senior staff scientist.
In accordance with the results of the accreditation of higher educational institutions, the Ministry of Education
and Science of Ukraine together with ministries and departments, to which educational institutions are subordinated:
– determine the correspondence of educational services to the state standards of a certain educational-qualification
level in particular areas, gives the right to issue a document of education pursuant to the state standard;
– determine the level of accreditation of an educational institution;
– inform the community regarding the quality of educational and scientific activities carried out by higher
educational institutions.
Bodies of the public self-regulation in the area of education include:
– the All-Ukrainian Congress of Educational Specialists;
– General meeting of the staff of an educational institution;
– District, city, oblast conference of pedagogical personnel;
– Congress of Educational Specialists of the Autonomous Republic of Crimea.
Local authorities in the area of education submit their proposals regarding the formation of the state policy in
the are of education.
An important task of the system of education of Ukraine is the realization of the concept of lifetime learning.
The labour market changes quickly, that dictates the necessity to elaborate short-term teaching program for
retraining qualification improvement of personnel. The system of post - graduate education must perform this
important function.
On this way we must recognize as necessary the humanization of teaching of public sciences. Thus we must
provide new sciences at the Universities: praxeology, synergetics, socionics and many, many others.
Nowadays, main laws of Ukraine that control, govern, handle and regulate education activity are the Law
of Ukraine «On Higher Education» 1 , the Law of Ukraine «On Provision of Youth Having Higher or Vocational
Education with the First Job and Granting Subsidy to Employer» 2 , the Law of Ukraine «On Pre-School Education»
3 , the Law of Ukraine «On Ratification of the Convention on the Recognition of Qualifications concerning
Higher Education in the European Region» 4 , the Law of Ukraine «On General Secondary Education» 5 , the Law
of Ukraine «On Vocational Education» 6 , the Law of Ukraine «On Education» 7 , etc.
conclusions. The Bologna process is a process of recognition of one educational system by another in the
European space. If the future of Ukraine connect with Europe, it is impossible further to approve, that the Bologna
process for us has only educational and cognitive importance. The high estimation to national education system
can not constrain its deep reforming.
Nowadays it is possible regretly establish a fact, that despite of natural education achievement, which a new
system garanties (democracy, flexibility, non-ideologolism), mainly education constant by less qualitative, and
mot of the graduates of higher educational institutions (especially new) not competitive at the European jobmarket.
It makes un do not talk about own achievement, but increase analyze of the global, world and European
tendencies education reforming and to intense and improve our professional activity sphere.
At the same time Ukrainian higher education system participation in Bologna transformations can be directed
