ens isolating tendencies, worsens mobility of our students, lecturers and scientists in the European educational<br />

area and job-market borders.<br />

Thus we began provide very serious structural transformations. There are monitoring of modernization of<br />

educational quality system, two-level system coor<strong>din</strong>ating with the European model, the European credits and<br />

learning terms provi<strong>din</strong>g, a scientific degree «the Doctor of Philosophy» introduction.<br />

There are some important rules for us:<br />

- the monitoring of education quality can be complete, constant, transparent, objective;<br />

- the quality and the accreditation, which are closely related, puts forward new tasks for our licensing and accreditation<br />

system (to use of the European standards of quality, ENQA system);<br />

- the quality control should be concentrate not only on the educational process, personnel, scientific and methodical<br />

maintenances, material base etc., but, first of all, on control of the students’ and graduates’ knowledges<br />

for their competence and opportunity determining for job-market requirements’ satisfaction;<br />

- separate educational programs as well as educational institutions and specialities must pass an accreditation;<br />

- except internal quality estimation is inevitable an external estimation, last one supports ENQA and gives an<br />

opportunity to estimate the educational programs outside the country by general criteria.<br />

Concerning the coor<strong>din</strong>ation of two-level system: this problem could be not so diffi<strong>cu</strong>lt, if our education system<br />

don’t have to deside a question about technical schools’ and colleges’ destiny.<br />

We have to accept a responsible decision about an «expert» educational-qualifying level. It is obvious, while<br />

the experts are demanded by our economy, this level should be kept. In Ukraine in parallel it is rational to provide<br />

the «master» educational-qualifying level by 4+2 formula: master of engineering, master of law, master of<br />

business administration and other. The real destiny of «expert» and «master» levels in our country will be decide<br />

accor<strong>din</strong>g to the job-market importants; the last one also will gradually integrate in the European.<br />

The similar approach could be applied to scientific degrees’ system in Ukraine. Accor<strong>din</strong>g to the Berlin communique-2003<br />

it was favorably to add to the existing system of «Candidate and Doctor of Sciences» a scientific<br />

degree «Doctors of Philosophy» – accor<strong>din</strong>g to the international standards. Thus, for many scientists this could<br />

remove barriers in mobility through European scientific and educational space.<br />

Already it was much written and told about the European credit units system introduction. The Ministry of<br />

education and sciences of Ukraine began the experiment from definition of credits-modular system features similar<br />

to ECTS. In November, 2003 in Lviv there was held the scientific-practical conference, which devoted these<br />

questions. There was no alternative to its introduction in Ukraine. By making it, we removed essential obstacles<br />

in recognition of our higher education system by the external world.<br />

By realizating this specified structural transformations, it was important to give the wide rights in acceptance<br />

of the European standards to all Universities – completely or partially and in certain terms. First of all, the Bologna<br />

process do<strong>cu</strong>ments and tasks closely connected to the students. They are the centre, around of which all<br />

system is built.<br />

Both the Lisbon and the Bologna conventions declared that the basic purpose of the signed do<strong>cu</strong>ments is to<br />

simplify an access to all the European inhabitants and to all the students of educational institutions to the educational<br />

resources and job-markets of other countries.<br />

For doing this, three necessary and sufficient principles was formulated, which, unfortunately, was the hardest<br />

for provi<strong>din</strong>g in Ukraine. There are:<br />

– members’ mobilit, first of all – students;<br />

– educational services’ appeal;<br />

– employment opportunity.<br />

These three principles are uniting by the fact, that they exceed the limits of education system, they are the state<br />

prerogative, and in our domestic conditions they could be realized by process of social-economics integration into<br />

the European space.<br />

Mobility is very important European qualitative feature; it provides people mobility between higher educational<br />

institutions and between the states.<br />
