modului <strong>de</strong> percepţie, atitudinilor şi comportamentului indivizilor<br />
şi grupurilor sociale, raportate la problemele conservării<br />
şi restaurării infrastructurii fizice a CN şi utilizării<br />
sustenabile a serviciilor; v) contextualizării şi certificării sociale<br />
a rezultatelor ştiinţifice, programelor <strong>de</strong> <strong>de</strong>zvoltare şi<br />
planurilor <strong>de</strong> management; vi) selectării, testării, validării<br />
şi aplicării pachetelor <strong>de</strong> meto<strong>de</strong> şi indici <strong>de</strong> evaluare şi<br />
monitorizare a economiei fizice şi integrităţii componentelor<br />
CN şi a sustenabilităţii CSEce – locale, regionale distribuite<br />
în BHDI.<br />
Istoria <strong>de</strong>zvoltării infrastructurii<br />
<strong>de</strong> cercetare<br />
Infrastructura <strong>de</strong> cercetare a fost proiectată, <strong>de</strong>zvoltată<br />
şi adaptată treptat în funcţie <strong>de</strong> dinamica bazei teoretice a<br />
ecologiei, cerinţele pentru completarea şi <strong>de</strong>zvoltarea<br />
bazelor <strong>de</strong> date şi cunoştinţe privind: i) mecanismele productivităţii<br />
biologice şi potenţialul piscicol în lunca inundabilă<br />
a Dunării; ii) capacitatea funcţională şi <strong>de</strong> suport a<br />
ecosistemelor acvatice ale Deltei Dunării şi sistemului lagunar<br />
Razim-Sinoe; iii) circuitele bio-geochimice ale nutrienţilor<br />
şi metalelor grele; iv) dinamica compoziţiei şi<br />
configuraţiei structurale a ecosistemelor şi complexelor <strong>de</strong><br />
ecosisteme din BHDI şi SZUDI sub influenţa presiunii<br />
antropice şi modificărilor climatice; v) fluxurile <strong>de</strong> resurse,<br />
tipurile şi nivelul serviciilor respectiv, evaluarea monetară a<br />
acestora; vi) structura şi capacitatea funcţională a capitalului<br />
social, şi nu în ultimul rând în funcţie <strong>de</strong> oportunităţile<br />
generate <strong>de</strong> către strategiile şi politicile <strong>de</strong> restructurare şi<br />
<strong>de</strong>zvoltare a capacităţii <strong>de</strong> cercetare a sistemului <strong>de</strong> învăţământ<br />
superior. Din punct <strong>de</strong> ve<strong>de</strong>re organizaţional, infrastructura<br />
<strong>de</strong> cercetare a evoluat <strong>de</strong> la colectivul catedrei<br />
<strong>de</strong> biologie generală al Facultăţii <strong>de</strong> Biologie/Universitatea<br />
din Bucureşti la colectivul Centrului <strong>de</strong> Cercetare în Ecologie<br />
sistemică, Eco-diversitate şi Sustenabilitate (CCESES),<br />
and only less than 20% of positions covered part time by the<br />
aca<strong>de</strong>mic staff of the Department of Systems Ecology and<br />
Sustainability (DSES – UniBuc).<br />
However the former research organization which has<br />
operated during 1970-1992 as the “Research Center for<br />
Aquatic Ecosystems and Land-waterscape of Lower Danube<br />
River” was able to establish clased cooperation and carrying<br />
on long term research activities with former Institute of Water<br />
Research, Design and Management (ICPGA), Institute of<br />
Research, Design and Production – Danube Delta (ICPPDD)<br />
and Institute of Biological Sciences. Thus by promoting expert<br />
and institutional networking, has been possible to <strong>succes</strong>sfully<br />
increase the research potential and strengthen<br />
configuration of research facilities.<br />
Further significant changes and improvements in the research<br />
infrastructure occurred, after 1992, in or<strong>de</strong>r to meet<br />
many new requirements and opportunities emerged in the<br />
field of Systems Ecology and Sustainability of SECs.<br />
The significant re-enforcement of former organization<br />
led to the establishment of CSEES as a center of excellence<br />
in Ecology and Sustainability which allowed: i) at national<br />
scale – to play a catalytic and coordination role in the process<br />
of networking of the aca<strong>de</strong>mic research institutions and national<br />
research institutes; ii) at international scale – to join<br />
over 15 pan-European consortia and contribute to the establishment<br />
of pan-European (ALTER-net 2) and global<br />
(ILTER) institutions for long-term research of the dynamics<br />
of biodiversity, ecosystems and socio-ecological complexes.<br />
As far as physical infrastructure is concerned, significant improvements<br />
have been implemented, like: i) establishment of<br />
two research laboratories of the research field stations –<br />
Braila and Sinaia and a Multi-User Research Base in<br />
Bucharest; ii) renewing and extending of measuring facilities<br />
for a large set of key climatic, chemical and hydro-morphological<br />
parameters as well as facilities for sampling,<br />
