în economie a cercetărilor CIB, este în curs <strong>de</strong> finalizare<br />

acreditarea laboratorului <strong>de</strong> control al calităţii apei şi alimentelor.<br />

Resursa umană implicată<br />

Nu ar exista această poveste fără o echipă <strong>de</strong> excepţie,<br />

interdisciplinară, cu pasiune şi vocaţie pentru cercetare. În<br />

aceeaşi măsură, fenomenul acut <strong>de</strong> "brain drain" cu care<br />

m-am confruntat direct: între anii 1995-1997 (7 dintre colaboratorii<br />

apropiaţi au ales cariere în cercetare în Statele<br />

Unite sau Europa) a însemnat o motivaţie în plus pentru conturarea<br />

CIB ca o posibilă soluţie viabilă pentru "brain<br />

regain" şi stabilizare a resursei umane. Depen<strong>de</strong>nţa exclusivă<br />

a susţinerii financiare a activităţii şi personalului CIB <strong>de</strong><br />

competiţiile <strong>de</strong> proiecte a contribuit la structurarea unui nucleu<br />

redus <strong>de</strong> ~15 cercetători, fizicieni, chimisti şi biologi<br />

(marea majoritate cu doctorat sau/şi stagiu postdoctoral la<br />

universităţi <strong>de</strong> prestigiu din lume) la care se articulează dinamic<br />

o reţea <strong>de</strong> colaboratori naţionali şi internaţionali. În<br />

condiţiile unei politici coerente <strong>de</strong> finanţare a cercetării,<br />

echipa CIB îşi asumă cu responsabilitate obiectivul <strong>de</strong><br />

creştere a vizibilităţii şi impactului cercetărilor Româneşti<br />

în domeniul biosenzorilor şi biodinamicii, ca un nucleu <strong>de</strong><br />

cercetare şi formare <strong>de</strong> excelenţă. Integrarea atât a specialiştilor<br />

reveniţi recent din diaspora, cât şi a doctoranzilor în<br />

proiectele CIB şi în reţeaua <strong>de</strong> mobilităţi, inclusiv prin sistemul<br />

<strong>de</strong> co-tutelă, reprezintă semne concrete <strong>de</strong> "normalitate".<br />

Human Resources<br />

No “<strong>succes</strong>s story” could turn to reality without an exceptional,<br />

interdisciplinary team with passion and vocation<br />

for research. In the same time, the acute “brain drain” phenomenon<br />

that I have personally experienced: between 1995-<br />

1997, 7 of my collaborators chose research carriers in US or<br />

Europe, provi<strong>de</strong>d a new impulse to structure ICB as a viable<br />

solution for "brain regain" and human resource stabilization.<br />

The complete <strong>de</strong>pen<strong>de</strong>ncy on project competitions to provi<strong>de</strong><br />

for the financial resources to support personnel and research<br />

activities contributed to shaping a consistent nucleus<br />

of ~15 researchers, physicists, chemists and biologists (majority<br />

with PhD or postdoctoral stages in renowned universities)<br />

to which a network of national and international<br />

collaborators is dynamically assembled.<br />

Provi<strong>de</strong>d that a coherent policy in financing research<br />

exits, the ICB team assumes the objective to increase the international<br />

visibility and impact of Romanian RTD in the<br />

field of biosensors and biodynamics, as a research and training<br />

unit of excellence. Integration of specialists recently returning<br />

from Diaspora, as well as of PhD stu<strong>de</strong>nts in ICB<br />

projects and mobility network, including the co-tutelage<br />

scheme, represents concrete signs of “normality”.<br />
