As grandes diferenças deopinião, quer entre a população em geral, quer nogoverno, contribuíram seguramente para que essatransferência fosse lenta e feita sem grande convicção.De facto, mesmo quando o governo localentendia ser importante a deslocação dos serviçosadministrativos para Pangim, não conseguia terforça política para o fazer declaradamente. 1O primeiro plano que se conhece para Pangim datade 1776 2 , embora os propósitos de tornar a localidadenuma cidade fossem anteriores. 3Em 1759, o vice-rei, conde de Ega (1758-1765),instalou defi nitivamente a residência ofi cial dogovernador no palácio do Idalcão, antiga residênciabijapuri do século XV em Pangim, entretantomuitíssimo alterada. 4 A ligação entre Pangim eVelha Goa, sete quilómetros a montante, fazia-sepor transporte fl uvial e pela estrada de Panelim eDespite the decline of the old city of Goa, thecapital of Portuguese India, the contradictions andimpasses throughout the 18 th century in transferringthe administrative and symbolic State apparatus tothe city of Mormugao at the mouth of the riverZuari, which was the fi rst proposed alternative capitalto Old Goa, resulted in the switch of the capitalto Panjim being carried out only very gradually.The major differences of opinion, both amongstthe general population and within the government,most defi nitely contributed to the transfer beingslow and being effected without great conviction.Indeed, even though the local government consideredthe move of the administrative services toPanjim to be important, it could not muster up thepolitical muscle to do so avowedly 1 .The fi rst known urban plan for Panjim dates from1776 2 , although the earlier ideas to turn the placeinto a city predate this plan 3 .In 1759, the Viceroy, Count of Ega (1758-1765)defi nitively set up the offi cial Governor’s residenceat the Idalcão palace in Panjim, the old Bijapuriresidence from the 15 th century that had since beengreatly altered 4 .
