November, 2009.The present work aims to analyze the methodology used by Hugo Chávez´sgovernment in Venezuela un<strong>de</strong>r the light of <strong>de</strong>mocratic theories including versed onthe ramifications of its foreign policy at the regional level with respect to therelationship with Brazil. To that end, it was exposed an overview of national policyhistory approaching the consolidation of <strong>de</strong>mocracy in the country and outline therelationship with Brazil, and the events that gave rise to actions. The conclusionportrays, in addition to proving the hypothesis that the Hugo Chávez´s governmentcan not be consi<strong>de</strong>red a vigorous <strong>de</strong>mocracy, and Venezuela represents a risk to thestability of South America, but that does not pose serious threat to Brazil's lea<strong>de</strong>rshipin consi<strong>de</strong>ring its prestige in a international level.Key words: Democracy – Hugo Chávez – Venezuela – Relantionship with Brazil
