that violate liberal and federalist principles that ground the North-American policy.<br />

It is also in this moment, in Brazil, that the fair fight against pedophilia and the<br />

defense of the children have been used as an argument to impose a browsing control<br />

and indistinct identification of the individuals using the Internet.<br />

In this initial period of the 21st century, fun<strong>da</strong>mentally a control society, we<br />

live a Hobbesian moment. Part of the governmental bureaucracies, of the safety<br />

agencies, supported by part of the intermediation industry, seeks to disseminate<br />

fear, which varies from society to society, with the purpose of creating the adhesion<br />

of the majorities for approval of the surveillance measurements, the most important<br />

being to prevent or block the anonymous expression of ideas, anonymous browsing<br />

in the network, and the anonymous creation of information technologies. These<br />

forces want to impose surveillance technologies on the control society. For such,<br />

they exaggerate the risks and <strong>da</strong>ngers to convince society of the need of ceasing part<br />

of their freedom and of their privacy on behalf of a supposed safety. This is, with no<br />

doubt, a Hobbesian moment.<br />
