Franklin Dias Coelho
Professor of the Economics Department of Universidade Federal Fluminense, Master in Urban
and Regional Planning by the same University and PhD in History by Universidade Federal Fluminense.
He coordinates, since late 2009, the Citizenship Acceleration Program: Família Internetinha,
which is being implemented with the Programa de Aceleração de Crescimento (PAC) – of
Manguinhos. He coordinated the project Digital Piraí, and the programs Digital Rio de Janeiro
State and Digital Corridor at Historical Vale do Café. He is the author of various articles in specialized
publications and of books: Desenvolvimento Local e Cidades Digitais, 2007, and Expansão
do Setor de Microfinanças no Brasil, 2003.
Carolina Rossini
Coordinator of the Open Educational Resources: Brazilian Perspectives and Challenges, since
2008, financed by Fundação Open Society Institute. She was a Research Fellow in the Berkman
Center of Harvard University, where she coordinated from 2008, November to 2010, September
the “Industrial Cooperation Project”, under the supervision of Yochai Benkler. She was an intellectual
property professor and coordinator of Legal Practice Program in Law School of Fundação
Getúlio Vargas in Rio de Janeiro, where she was part of the Creative Commons Brazil, and performed
as a lawyer in the area of Intellectual Property and Internet Law in theTelefônica group
from 2000 to 2006. She is an LL.M. by the Boston University, in the USA; MBA by Instituto de
Empresa, in Spain; Expert in International Negotiations by the program UNICAMP-UNESP-
PUCSP Santiago Dantas; and Expert in Intellectual Property by the University of Buenos Aires.
Graduated in Law by Universidade de São Paulo.
Jomar Silva
Electronic engineer and general director of ODF Alliance América Latina. He is an advisor in
open standards with the software industry. He is a coordinator of the Work Group in the ABNT
[Brazilian Association of Technical Standards] that dealt with the adoption of the ODF as the
Brazilian standard and a member of the OASIS ODF TC (international committee that develops
the ODF standard).
