initial production. Another element that enabled the exponential growth of open<br />

resources was the stan<strong>da</strong>rdization of open licenses of copyrights and software, which<br />

unified the language and the understanding between the performers that made access<br />

to the works available.<br />

Open access<br />

As defined in the Bu<strong>da</strong>pest Initiative, by “open access” to scientific literature,<br />

one understands the free and public disposal in the Internet, so as to allow any user<br />

to read, download, copy, print, distribute, search or link the full content of articles,<br />

as well as the indexation or the use for any other legal purpose. In the understanding<br />

of the organizations supporting the open access, there shall not be financial, legal<br />

and technical barriers other than those necessary for Internet connection. The only<br />

constraint for reproduction and distribution shall be the author’s control on the<br />

integrity of their work, and the right to the due quotation.<br />

Open Access (OA) is part of this great revolution in the generation and distribution<br />

of knowledge enabled by the ICT expansion and has the potential of forming<br />

individuals, communities and institutions, contributing to the development and<br />

prosperity of the stan<strong>da</strong>rds proposed by the Information Society. In this sense, Open<br />

Access is an appropriate model for the transference of knowledge, once:<br />

“The basic scientific research supplies the greatest part of the scientific process<br />

of a nation — as well as of the world. The society uses the fruit of such research<br />

to expand the world's knowledge base and applies such knowledge in various<br />

manners, in order to create a new richness and improve the public well-being.<br />

However, few people comprehend how the scientific advances enabled the<br />

continuous improvements that are basic to everyone’s <strong>da</strong>ily life. An even lower<br />

number of people are aware of what is necessary to obtain advances in the science,<br />

or know that the scientific enterprise is taking an ever more international<br />

character. Freedom of investigation, total and open availability of scientific <strong>da</strong>ta<br />

in the international sphere and open publication of the results are the foun<strong>da</strong>tions<br />

of the basic research (...). When sharing and exchanging information with<br />

the international community, and when openly publishing the research results,<br />

all countries (…) benefit from that.” (ROSSINI, 2008)<br />
