torna-se global e digital e assim também as oportuni<strong>da</strong>des de educação e acesso ao<br />
conhecimento cientifico.<br />
Torna-se fun<strong>da</strong>mental, portanto, compreender, a partir <strong>da</strong> perspectiva de um<br />
país em desenvolvimento, como as tecnologias de informação e de comunicação<br />
(TIC), principalmente a internet e as redes de relacionamento e de comunicação,<br />
possibilita<strong>da</strong>s pela web 2.0 2 , criam novos direitos e deveres ao ci<strong>da</strong>dão. Esse processo<br />
de aprendizagem conectado, que pode contribuir para a formação do ci<strong>da</strong>dão, também<br />
cria novas obrigações e diretrizes para instituições e para governos. Em países<br />
muito desenvolvidos, man<strong>da</strong>tos para acesso aberto e políticas públicas que incentivem<br />
recursos educacionais abertos fazem parte <strong>da</strong> nova gama de deveres do estado<br />
e de direitos do ci<strong>da</strong>dão. Como afirmado por Castells, a capaci<strong>da</strong>de tecnológica,<br />
a infraestrutura tecnológica, o acesso ao conhecimento e recursos humanos altamente<br />
qualificados tornaram-se fontes essenciais de competitivi<strong>da</strong>de <strong>da</strong> nova divisão<br />
internacional do trabalho (2001, p.109) e <strong>da</strong> possibili<strong>da</strong>de de desenvolvimento.<br />
Conectivismo, aprendizagem e abertura<br />
Conectivismo é a teoria que descreve como a aprendizagem acontece na era digital.<br />
Essa teoria discute como a aprendizagem mu<strong>da</strong> em um ambiente em que a<br />
expansão do conhecimento disponível é esmagadora e a tecnologia toma o lugar do<br />
homem em muitas tarefas que anteriormente realizávamos de forma manual. Conectivismo<br />
abor<strong>da</strong> questões como caos, trabalho em rede, complexi<strong>da</strong>de e organização<br />
