Web, it is said that: “The current Web technology enables governments to share with<br />

the public a broad variety of information in an unlimited amount, according to<br />

the search. The technology is also available to allow the citizens to bring the questions<br />

concerning them to the attention of the local, regional and national government.<br />

However, exploring these possibilities within the governmental systems is a<br />

challenge that includes environmental, political, legal and cultural aspects. Creating<br />

an e-Government demands opening, transparency, collaboration and knowledge to<br />

take advantage of the World Wide Web” 12 .<br />

However, even though the governments make the open governmental <strong>da</strong>ta available<br />

in the network, a systematic and radical utilization of this <strong>da</strong>ta in the society by<br />

citizens interested not only in inspecting the government, but also in improving the<br />

public services, influencing the management and increasing the scope of their rights,<br />

actively participating in the political processes is necessary.<br />

Giovandro Marcus Ferreira (2003), based on Breton and Proulx, states that “in<br />

periods of crisis in the definition of individual and collective identities, the theme<br />

of communication becomes particularly timely.” Quoting the book Une Societé de<br />

Communication?, from sociologist Erick Neveu, Ferreira adverts that, in the conflicts<br />

on the limits of the communication field, one runs the risk of constructing the myth<br />

of a society in which all phenomena is analyzed as communicational. And highlights<br />

the central role of the network, overall the Internet, in the description of new society<br />

dynamics: “From this new landing of social functioning, the same society will<br />

produce contradictory speeches. On the one hand, it shall praise its characteristics<br />

of greater transparency, democratization of culture and policy, fomentation of the<br />

autonomy of the social agents. On the other hand, it shall protrude the <strong>da</strong>nger of<br />

social control recapturing the descriptions of theorists (Tocqueville...) who alerted<br />

to a new type of despotism” (FERREIRA, 2003: 255).<br />

The discussion of the media is, then, made central. It is the transition of a public<br />

sphere mediated by the mass media for a public sphere mediated by the networks<br />

that generates a social and political context potentially transforming the concept o<br />

transparency.<br />
