ABSTRACTIt is unquestionable the importance of adult education and literacy in Brazil,being this one of the major educational concerns in recent years. The relevance ofadult literacy has been emphasized by the a<strong>do</strong>ption of several policies oriented tofill one of the major gaps that hinder Brazilian social and economic development:illiteracy. Albeit the importance attributed to programs like this, there are almostno initiatives aiming to evaluate such endeavors and, therefore, very little is saidabout the results of such programs and which competences the students effectivelyattain. This work describes the procedures a<strong>do</strong>pted by the UNESCO/<strong>SESI</strong> partnershipin evaluating the procedures and results achieved by the students of the Project - Fora Literate Brazil. The aforementioned project plays a major part in a nationalgovernment program, carried out by the Ministry of Education, named LiterateBrazil. In this study, the evaluation metho<strong>do</strong>logy proposed was tested in eightBrazilian states, representing all the five different Brazilian regions. The try-outcomprises from the definition of competencies to be achieved, to sampling procedures,including different analysis systems proposed, as well as an evaluation of the qualityof the methods used. The results show that the system is responsive to the measuresplanned and effective in providing answers that allow understanding whichcompetencies are developed by the students in the project, allowing teachers anddecision-makers to take a step in the search for better quality in education.11
