Overall Aspects
During the restructuring phase from the “New Army Structure” to the “Army 2011” the “Army Concepts and Capabilities Development
Center” (before 1st of april 2013 the previous “Army Office”) and the German Army Headquarter are serving as the link to the Federal Ministry
of Defense. There are three major changes:

The single service staffs in the Ministry of Defense were disbanded and the relevant armed service commands established instead.
The command acting on behalf of the Army is the German Army Headquarters;

The Bundeswehr Planning Office is responsible for planning the development of the armed forces across all services while the
Federal Office of Bundeswehr Materiel, Information Technology and Equipment Management deals with all materiel-related matters.
The two Offices are subordinate to the relevant Directorates at ministerial level;

The Army Office previously responsible for all Army affairs including capability development, training, armaments, organization
and in-service use/logistics was disbanded. Its responsibilities were transferred to the German Army Headquarters, the Army
