This publication presents, in an instructive and systematic<br />
manner, the details of the My Home, My Life Program (PMCMV in<br />
Portuguese). The PMCMV is associated with a Brazilian Federal<br />
Government housing policy, with focus being placed on the social<br />
achievements the PMCMV, as a whole, has brought to the country.<br />
To provide an overview of the program, this publication is divided<br />
into five sections: key figures, an implementation history, a profile<br />
of the demands the program has met, social and economic effects,<br />
and the PMCMV credit lines put in place since 2009, the year of<br />
its inception.<br />
The PMCMV is a program designed to address the social issues<br />
associated with the present Brazilian housing deficit, as well as<br />
the estimated future housing demand of Brazil through the year<br />
2023. The PMCMV’s primary goals are to eliminate precarious<br />
housing and cohabitation in Brazil, and consequently, provide<br />
low-income families with decent housing. The statistics of this<br />
Brazilian program, to date, have already impressed people around<br />
the globe, as the program has managed to tackle Brazil’s extensive<br />
housing problem.<br />
As of June 2012, two phases of the PMCMV have been completed.<br />
These two phases have led to the production of over 1.7 million<br />
housing units, with the owners of approximately 0.8 million already<br />
living in the homes. The first two phases required an investment<br />
of R$100 billion and produced 850,000, direct and indirect, jobs.<br />
As an additional benefit, the PMCMV has had a significant impact<br />
on the country’s economy, with an average of about R$21,5 billion<br />
annually being spent in the housing industry.<br />
Tackling Brazil’s housing problem is not easy, but figures illustrate<br />
that Brazil is on the right track. The government expects that, by<br />
2023, a new level of low-income housing will be established in<br />
Brazil, because, for the first time, this social need was permanently<br />
included in the public agenda as a government policy. This<br />
publication, and the initiative of the Ministry of the Cities, with<br />
support from the National Confederation of Services (CNS), presents<br />
an overview of this new chapter in the history of Brazilian housing.<br />

Governo Federal especialmente, as conquistas sociais que essa política como<br />
um todo representa para o Brasil.<br />
Dividida em cinco seções, esta publicação apresenta dados trazendo um panorama<br />
com os principais números, o histórico da implementação da política,<br />
o perfil da demanda atendida, os reflexos socioeconômicos e as linhas do <strong>Programa</strong><br />
<strong>Minha</strong> <strong>Casa</strong> <strong>Minha</strong> <strong>Vida</strong>, em vigor desde 2009. Mais que um <strong>Programa</strong><br />
o PMCMV apresenta-se como uma estratégia para recuperar o passivo social<br />
relacionado ao déficit habitacional acumulado, e à demanda futura estimada<br />
até 2023.<br />
Não à toa, o mundo se espanta com os números do programa brasileiro. São<br />
grandiosos porque enfrentam, com isonomia de proporções, o profundo atraso<br />
das condições de moradia até pouco tempo visto no Brasil. Até hoje, o <strong>Programa</strong><br />
já permitiu contratar, em suas duas fases, mais de 1,7 milhão de unidades<br />
habitacionais – quase metade delas já entregue –, com investimento de R$ 100<br />
bilhões e geração de mais de 850 mil empregos diretos e indiretos.<br />
Além de buscar eliminar a precariedade e a coabitação, levando à população<br />
de baixa renda condições dignas de moradia, o <strong>Programa</strong> ainda tem impacto<br />
significativo na economia do país, movimentando cerca de R$ 21,5 bilhões por<br />
ano, em média, no segmento da habitação.<br />
O desafio não é simples de equacionar, mas os números mostram que o país<br />
está no caminho. A perspectiva é que, em dez anos, os brasileiros alcancem um<br />
novo patamar de acesso à moradia de baixa renda. Isso porque, pela primeira<br />
vez, essa demanda social foi colocada na pauta pública de forma definitiva,<br />
como política de Estado. Este caderno, uma iniciativa do Ministério das Cidades,<br />
com o apoio da Confederação Nacional dos Serviços (CNS), procura apresentar,<br />
em linhas gerais, este novo capítulo da história da moradia brasileira.

Information about the success of the PMCMV has spread<br />
worldwide, attracting the interest of international leaders.<br />
These leaders are trying to understand the strategy that has<br />
enabled Brazil to improve its housing indexes. However, this<br />
solution must be considered within the renewed context of<br />
the PNH.<br />
During the first administration of President Lula, Brazil<br />
established a new housing policy paradigm. The goal was to<br />
expand the private housing market, which previously focused<br />
on homes for higher income groups, to meet the needs of<br />
families earning less than five minimum wages per month, by<br />
using both federal funds and tax incentives to support it.<br />
To bring this policy to life, the government implemented<br />
institutional mechanisms. In 2003, the first year of President<br />
Lula’s administration, the government created the Ministry<br />
of the Cities, to reorganize the housing policy and urban<br />
infrastructure in Brazil. In the years that followed, budget<br />
funding for social housing was boosted, with considerable<br />
resources channeled to the FNHIS and the Social Housing<br />
Subsidy Program (PSH), in addition to resources provided<br />
by the Social Development Fund to finance housing for the<br />
homeless.<br />
Institutional structure<br />
The new guidelines and structures created a new regulatory<br />
framework for the housing industry, which gained institutional<br />
security in 2004, when the Guaranteed Assets Law was<br />
enacted (Law No. 10931). This law was designed to protect<br />
the purchasers of property in the event of the insolvency or<br />
negligence of the developer. Thus, this law was protecting the<br />
payments made by the buyer during the construction phase<br />
of the real-estate property. This law also enabled buyers to<br />
continue payment of any unchallenged amounts involving<br />
real-estate transactions. Before that law, when a buyer<br />
questioned the amount of the installments in court, this<br />
buyer had to make all of the payments to a court account.<br />
After the enactment of the law, when filing the initial plea,<br />
the buyer clearly stated which part of the payments he or she<br />
questions and which part is unchallenged.<br />

cruza fronteiras despertando o interesse<br />
de lideranças internacionais,<br />
em busca do entendimento da<br />
estratégia que hoje tem permitido ao<br />
Brasil alavancar a melhoria da situação<br />
habitacional do país. A solução, no entanto,<br />
precisa ser inserida no recente e<br />
renovado contexto da Política Nacional<br />
de Habitação.<br />
No primeiro mandato do governo Lula, um novo paradigma de política de habitação<br />
foi instituído no Brasil. A proposta objetivava ampliar o mercado privado – antes<br />
concentrado em empreendimentos voltados às classes de renda mais elevada<br />
– de modo que esse priorizasse o atendimento a famílias com renda inferior a<br />
cinco salários mínimos mensais, utilizando recursos federais e incentivos fiscais.<br />
Para estruturar essa política, foram implementados mecanismos institucionais. Já<br />
em 2003, primeiro ano do mandato, foi criado o Ministério das Cidades, o que representou<br />
um marco na rearticulação da política habitacional e de infraestrutura<br />
urbana no país. Nos anos seguintes, os recursos orçamentários para subsidiar<br />
operações de financiamento habitacional de interesse social foram ampliados<br />
com aportes significativos para o Fundo Nacional de Habitação de Interesse Social<br />
e para o <strong>Programa</strong> de Subsídio à Habitação de Interesse Social (PSH), assim como<br />
o redirecionamento dos recursos do Fundo de Desenvolvimento Social para financiamento<br />
habitacional destinado aos movimentos sociais de luta pela moradia.<br />
Estrutura Institucional<br />
As novas diretrizes e estruturas geraram um novo marco regulatório do setor<br />
habitacional, o que ganhou maior segurança institucional com a definição,<br />
em 2004, do patrimônio de afetação (Lei 10.931). Essa Lei passou a proteger<br />
o adquirente de imóveis em caso de insolvência ou negligência do incorporador,<br />
evitando-se a perda dos recursos pagos no período de construção. A Lei<br />
também possibilitou a continuidade de pagamento do valor incontroverso das<br />
obrigações decorrentes de operações imobiliárias. Antes dela, ao questionar judicialmente<br />
o valor das prestações, o mutuário deixava de pagar ao credor todo

In 2005, the government enacted Law No. 11124 and created<br />
the SNHIS and the FNHIS. This decision combined all social<br />
housing programs at all government levels into a housing<br />
system and a housing fund, helping to develop the housing<br />
policy in Brazil.<br />
The SNHIS programs include urbanizing precarious settlements,<br />
providing housing and technical support, and helping design<br />
housing plans. Sources of funding include the Employees’<br />
Severance Guarantee Fund (FGTS), Social Development Fund<br />
(FDS), the Home Leasing Fund (FAR), the FNHIS, and the Federal<br />
Budget (OGU).<br />
The National Housing System (SNH) includes the Market<br />
Housing System (SHM), which targets slightly higher income<br />
families, particularly those earning between five and 10<br />
minimum salaries per month, through construction companies<br />
and developers that act as agents and promoters. The SHM<br />
can also serve lower income families, but not those using<br />
public funding. To finance initiatives under this system, the<br />
government encourages funding from savings accounts (SBPE),<br />
housing consortia, real-estate receivable certificates, and other<br />
institutional and individual investments.<br />
In 2008, the PlanHab set the guidelines for the housing policy<br />
and its integration with public policies, introducing innovations<br />
regarding its policy for low income families. Also in 2008,<br />
according to Banco Central do Brasil, the Housing Financial<br />
System financed a total of 600,000 housing units, an action<br />
unseen since 1980, at the height of the operations of the former<br />
National Housing Bank (BNH).<br />

Os programas do SNHIS contemplam ações de urbanização integrada de assentamentos<br />
precários, provisão habitacional, assistência técnica e apoio à elaboração<br />
de planos de habitação. Como fonte de recursos, eles preveem que sejam utilizados<br />
o Fundo de Garantia por Tempo de Serviço (FGTS), o Fundo de Desenvolvimento<br />
Social (FDS), o Fundo de Arrendamento Residencial (FAR), o Fundo Nacional<br />
de Habitação de Interesse Social (FNHIS) e o Orçamento Geral da União (OGU).<br />
Além do SNHIS, o Sistema Nacional da Habitação (SNH) contempla o Sistema<br />
de Habitação de Mercado (SHM), cuja finalidade é atender à população com<br />
renda mais alta, principalmente entre cinco e dez salários mínimos, por meio<br />
de construtoras e incorporadoras que atuam como agentes promotores. O<br />
SHM também pode atender a segmentos de baixa renda (o chamado mercado<br />
popular), desde que sem a contrapartida do poder público. Para financiar as<br />
ações desse Sistema, o Governo incentiva a utilização de recursos originários<br />
da captação das Cadernetas de Poupança (SBPE), de Consórcios Habitacionais,<br />
de Certificados de Recebíveis Imobiliários e demais investimentos institucionais<br />
e de pessoas físicas.<br />
Em 2008, o Plano Nacional da Habitação (PlanHab) estabeleceu as diretrizes da<br />
política habitacional e sua integração com a política urbana e trouxe inovações<br />
com relação à política voltada às famílias de baixa renda. Naquele ano, um marco:<br />
segundo dados do Banco Central do Brasil, o número de unidades habitacionais<br />
financiadas pelo Sistema Financeiro da Habitação ultrapassou o patamar de 600<br />
mil unidades, algo que não se verificava desde 1980, no ápice das operações do<br />
extinto Banco Nacional da Habitação (BNH).

Economic stability, a gradual drop in interest rates and higher<br />
family income help explain this rebound in housing finance,<br />
but there are other factors. Housing policy, in the sense of<br />
providing housing to citizens in the form of either credit or<br />
government subsidies, benefited from more public resources,<br />
credit and the willingness of the private sector (e.g., banks,<br />
construction companies, building material industry) to play a<br />
more active role in this process, because housing became an<br />
attractive investment alternative.<br />
Activity in the housing industry also became key in leveraging<br />
economic growth and employment in Brazil, particularly<br />
considering the world economic crisis. This led to the creation<br />
of the PMCMV, announced in 2009. The program provided a<br />
broad set of strategies to help families purchase their homes,<br />
using subsidies that either included or did not include credit.<br />
My Life My Home Program<br />
The PMCMV can be divided into two phases. The first phase<br />
set out to contract one million homes, for families earning up<br />
to ten minimum salaries per month. Initially, funds set aside<br />
totaled R$34 billion divided into: subsidy programs (R$28 billion),<br />
infrastructure programs (R$5 billion), and supply chain programs<br />
(R$1 billion). The PMCMV resources were assigned to different<br />
regions of Brazil, according to their individual estimated housing<br />
deficits: 37 percent for the Southeastern Region; 34% for the<br />
Northeastern Region; 12 percent for the Southern Region;<br />
10 percent for the Northern region; and 7 percent for the<br />
Central-Western Region.<br />

A estabilidade econômica, a queda gradual das taxas de juros e o aumento da<br />
renda das famílias formam o cenário em que essa recuperação se deu, mas, por<br />
si só, não são fatores suficientes para explicá-la. A política habitacional – entendida<br />
como promoção de condições de acesso à moradia ao cidadão na forma<br />
de acesso ao crédito ou como subsídio do Estado – recuperou-se em razão do<br />
aumento dos recursos públicos, do crédito e com a disposição do setor privado<br />
(bancos, construtoras, indústria de materiais de construção) de participar<br />
mais intensamente desse processo, uma vez que a habitação passou a ser vista<br />
como uma boa perspectiva de investimento.<br />
A atividade no segmento habitacional também passou a ser vista como fundamental<br />
para alavancar o ciclo de crescimento econômico e o nível de empregos<br />
no Brasil, frente a cenário de crise mundial. Nesse contexto, surge o <strong>Programa</strong><br />
<strong>Minha</strong> <strong>Casa</strong> <strong>Minha</strong> <strong>Vida</strong> (PMCMV), anunciado em 2009. O <strong>Programa</strong> estabeleceu<br />
um leque amplo de estratégias para favorecer a aquisição da moradia, por meio<br />
do subsídio associado ou não à concessão de crédito.<br />

O PMCMV pode ser dividido em duas fases. A primeira fase propôs contratar um<br />
milhão de moradias para famílias com renda de até dez salários mínimos. Os recursos<br />
previstos inicialmente eram de R$ 34 bilhões, repartidos em programas<br />
de subsídios (R$ 28 bilhões), de infraestrutura (R$ 5 bilhões) e direcionados para<br />
a cadeia produtiva (R$ 1 bilhão).<br />
Os recursos do PMCMV foram divididos por regiões do país seguindo as estimativas<br />
aproximadas do déficit habitacional em cada uma dessas regiões:<br />
37% para o Sudeste; 34% para o Nordeste; 12% para o Sul; 10% para o Norte;<br />
e 7% para o Centro-Oeste.<br />
Com o objetivo de compatibilizar a prestação da casa<br />
própria com a capacidade de pagamento da família, o<br />
PMCMV estabeleceu como diretrizes: o pagamento da<br />
primeira prestação somente na entrega do imóvel; nos<br />
casos de financiamento, pagamento opcional de entrada;<br />
redução do risco do financiamento com o Fundo Garantidor;<br />
barateamento do seguro; e desoneração fiscal e de<br />
custos cartoriais.

The Guarantee Fund, provided under the PMCMV, used federal<br />
funds to refinance part of the installments, in case buyers lost<br />
their source of income; coverage extended over the term of<br />
the contract.<br />
In its second phase, the PMCMV adjusted the income brackets,<br />
expanded its goals and scope, improved service to the first<br />
income bracket, and improved the specifications of the housing<br />
units. This phase adjusted income brackets as follows: first<br />
bracket – families earning up to R$1,600 per month; second<br />
bracket – families earning up to R$3,100; and third bracket –<br />
families earning between R$3,100 and R$5,000. The program<br />
also covered families living in the rural area.<br />
O Fundo Garantidor previsto no PMCMV, com aporte de recursos da União, garantia<br />
o refinanciamento de parte das prestações, em caso de perda da renda,<br />
e estabelecia a cobertura para o período de vigência do contrato.<br />
Na sua segunda fase, o PMCMV ajustou os valores das faixas de renda, ampliou<br />
suas metas e escopos, aumentou o atendimento da faixa 1 e melhorou as especificações<br />
das unidades habitacionais, passando a operar com a seguinte<br />
segmentação de renda: faixa 1 – famílias com renda até R$ 1.600,00; faixa 2<br />
– famílias com renda até R$ 3.100,00 e faixa 3 – famílias com renda entre R$<br />
3.100,01 e R$ 5.000,00; além de famílias da zona rural.<br />

According to the 2010 Census, Brazil’s housing deficit totaled<br />
5.8 million homes, which represented 10.1 percent of all homes<br />
in the country. Looking at these figures from a social and<br />
economic perspective, we see that 72 percent of that deficit<br />
represents families earning up to three minimum salaries per<br />
month (R$1,530, in 2010). Most of the Brazilian housing deficit<br />
is the result of cohabitation (2.4 million homes, or 42 percent<br />
of the total), meaning that families share a home or a tenement.<br />
Another component of the housing deficit is that of excessive<br />
rent burdens, meaning that low-income families (earning up<br />
to three minimum wages per month) spend 30 percent or more<br />
of the family’s income to pay rent. This item accounted for 2.1<br />
million homes, or 35 percent of the total.<br />
The third component of the housing deficit is precarious<br />
housing, which corresponds to makeshift or rustic homes. This<br />
item totaled 1.3 million homes (or 23 percent of the total) in Brazil.<br />
Out of the total housing deficit, 4.8 million homes (or 83<br />
percent) were located in urban areas and 1 million (17 percent)<br />
were located in rural areas. The urban housing deficit was<br />
concentrated in the metropolitan regions of the state capitals<br />
(40 percent), where it consisted of cohabitation (44 percent)<br />
and excessive rent burdens (43 percent).<br />
The rural housing deficit, on the other hand, was concentrated<br />
in the country’s Northeastern Region (54 percent) and consisted<br />
of precarious housing (71 percent).<br />

De acordo com o Censo Demográfico<br />
de 2010, o déficit habitacional do<br />
Brasil atingia, nesse ano, 5,8 milhões<br />
de unidades, o que representava 10,1%<br />
do total de domicílios no país. Uma análise<br />
do ponto de vista socioeconômico<br />
mostra que, do total do déficit habitacional<br />
brasileiro, 72% dizem respeito a<br />
famílias com renda de até três salários<br />
mínimos (R$ 1.530, na ocasião).<br />
A maior parcela do déficit habitacional brasileiro se deve à coabitação<br />
(2,4 milhões de domicílios, ou 42%), que são famílias que dividem um mesmo<br />
domicílio ou estão em cortiços.<br />
Outro componente do déficit está relacionado ao ônus excessivo com aluguel,<br />
que se refere às famílias de baixa renda (de até três salários mínimos)<br />
que despendem 30% ou mais da renda familiar com o pagamento de aluguel.<br />
Esse quesito correspondia a 2,1 milhões de domicílios, ou 35% do total. O terceiro<br />
componente do déficit remete à habitação precária, que corresponde<br />
a moradias improvisadas e rústicas. Esse item foi estimado em 1,3 milhão de<br />
domicílios (23%) em todo o país.<br />
Do déficit habitacional total, 4,8 milhões de domicílios (83%) estavam na zona<br />
urbana e um milhão (17%), na zona rural. O déficit habitacional urbano concentra-se<br />
nas regiões metropolitanas das capitais do país (48%), é marcado pela<br />
coabitação (44%) e pelo ônus excessivo com aluguel (43%).<br />
Por sua vez, o déficit habitacional rural concentra-se na região Nordeste do<br />
Brasil (54%) e é caracterizado pela habitação precária (71%).<br />

The demand forecasted under the National Housing Plan was based on<br />
two indicators: the current housing deficit and the number of families to be<br />
formed in the coming years. It is estimated that demographic growth rates<br />
and the country’s economic performance will demand the construction of<br />
an additional 1.520 million new homes annually, on average, from 2012<br />
to 2023.<br />
This means building 24 million homes (including housing deficit) between<br />
2012 and 2023. This represents a huge challenge because this figure nearly<br />
equals the total number of homes in Brazil’s three most populous states in<br />
2010, São Paulo, Minas Gerais and Rio de Janeiro.<br />
This demand will require considerable additional investments in housing.<br />
Building new homes should require on average about R$200 billion<br />
annually over that period, which represents 4.8 percent of the Brazilian<br />
GDP in 2011. This is a huge challenge because in 2009 investment in new<br />
homes totaled only R$94 billion. In 2009 the country set a record in real<br />
estate loans and subsidies, with the total investments in housing totaling<br />
R$ 131 billion, which represented 4.0 percent of the GDP.<br />

A projeção de demanda prevista no Plano<br />

Isso significa que será necessário construir<br />
24 milhões de moradias (somando o<br />
déficit habitacional), entre 2012 e 2023.<br />
Trata-se de um enorme desafio, visto que<br />
esse volume de construção aproxima-se<br />
do total de moradias dos três Estados<br />
mais populosos do país, em 2010: São<br />
Paulo, Minas Gerais e Rio de Janeiro.<br />
Para fazer frente a essa demanda, será<br />
necessário um incremento considerável<br />
do investimento em habitação. A construção<br />
das novas moradias deve mobilizar<br />
cerca de R$ 200 bilhões por ano, na<br />
média do período, o que equivale a 4,8%<br />
do PIB brasileiro de 2011. Esse é um desafio<br />
considerável, visto que o investimento<br />
em novas moradias foi de R$ 94<br />
bilhões em 2009. Nesse ano, o País bateu<br />
recorde de valores financiados e subsidiados,<br />
e o investimento habitacional de<br />
R$ 131 bilhões chegou a 4,0% do PIB.<br />

REFLEXOS SOCIOECONÔMICOS SOCIAL AND ECONOMIC EFFECTS<br />
From 2009 through May of 2012, the PMCMV closed contracts<br />
for 1,728,555 housing units. The first phase accounted for<br />
1,005,128 homes, while the second phase accounted for<br />
723,427. These contracts were particularly based in the states<br />
of São Paulo (19 percent), Minas Gerais (9.5 percent), Bahia (8<br />
percent), Rio Grande do Sul (7.4 percent), Paraná (7.0 percent),<br />
Rio de Janeiro (6.0 percent), and Goiás (6.0 percent). Over the<br />
same period, a total of 799,929 homes were delivered, 541,799<br />
in the first phase and 258,130 in the second phase. Out of this<br />
total, the largest share was produced in the state of São Paulo<br />
(19.2 percent), followed by Minas Gerais (12.3 percent), Rio<br />
Grande do Sul (10.4 percent), Paraná (9.8 percent), Goiás (8.6<br />
percent), and Bahia (5.5 percent).<br />
Breaking deliveries down according to income brackets, we<br />
see that in its first two phases, the PMCMV delivered 189,402<br />
to the first bracket, consisting of families earning up to R$1,600<br />
per month; 550,684 to the second bracket, consisting of<br />
families earning up to R$3,100 per month; and 59,843 to the<br />
third bracket, consisting of families earnings between R$3,100<br />
and R$5,000 per month.<br />
From 2009 through May of 2012, PMCMV disbursements totaled<br />
R$71 billion. Out of this total, 31.3 percent, or R$22.2 billion,<br />
represented subsidies. Breaking disbursements down according<br />
to income brackets, we see that R$15.4 billion were channeled<br />
to the first bracket; R$48.6 billion to the second bracket; and<br />
R$7 billion to the third bracket.<br />
The PMCMV is expected to have a significant impact on<br />
Brazilian economic activity. It is estimated that the program<br />
will generate an average of 864,000 direct and indirect jobs<br />
annually between the years of 2008 and the end of 2012. This<br />
means that, for every R$1 million the program invests in the<br />
Brazilian economic activity, about 36 new jobs will be created.<br />
In terms of income, it is expected that by the end of the current<br />
year, total PMCMV disbursements will generate an average<br />
additional income (direct and indirect) of R$21.5 billion annually.<br />
In other words, for every R$1 million paid out under the program,<br />
another R$890,000 is produced as additional income.<br />
In the building material and services industry, it is estimated that<br />
the PMCMV is directly responsible for promoting an average<br />
of R$13.6 billion in new business annually. This means that for<br />
every R$1 million PMCMV spent, R$560,000 went to this industry.<br />

De 2009 a maio de 2012, o PMCMV<br />
contratou 1.728.555 unidades habitacionais,<br />
sendo 1.005.128 da<br />
primeira fase e 723.427 da segunda. Essas<br />
contratações concentraram-se nos estados<br />
de São Paulo (19%), Minas Gerais (9,5%),<br />
Bahia (8%), Rio Grande do Sul (7,4%), Paraná<br />
(7,0%), Rio de Janeiro (6,0%) e Goiás (6,0%).<br />
Nesse mesmo período, as entregas totais somaram 799.929, sendo 541.799 unidades<br />
habitacionais da primeira fase e 258.130 da segunda fase do programa.<br />
Desse total, a maior parcela foi produzida no Estado de São Paulo (19,2%), seguido<br />
por Minas Gerais (12,3%), Rio Grande do Sul (10,4%), Paraná (9,8%), Goiás (8,6%) e<br />
Bahia (5,5%).<br />
Agrupadas por faixas de renda familiar, o PMCMV entregou, nas suas duas fases,<br />
189.402 unidades habitacionais para a primeira faixa, de até R$ 1.600,00 mensais;<br />
550.684 para a segunda faixa, de até R$ 3.100,00 mensais; e 59.843 para a terceira<br />
faixa, entre R$ 3.100,00 e R$ 5.000,00 mensais.<br />
O PMCMV desembolsou, no período, mais de R$ 71 bilhões. Desse total, 31,3%<br />
(R$ 22,2 bilhões) corresponderam a subsídios. Quanto às faixas de renda do programa,<br />
o direcionamento do desembolso foi de R$ 15,4 bilhões para a primeira<br />
faixa; R$ 48,6 bilhões para a segunda faixa; e R$ 7 bilhões para a terceira faixa.<br />
Os efeitos esperados pelo PMCMV sobre a atividade econômica brasileira são muito<br />
significativos. Estima-se que o programa gerará uma média anual de 864 mil<br />
empregos diretos e indiretos entre 2008 e o fim de 2012. Isso significa que, a cada<br />
R$ 1 milhão desembolsado pelo programa, a atividade econômica brasileira criará<br />
aproximadamente 36 novos postos de trabalho.<br />
Em termos de renda, a perspectiva é que os desembolsos totais do <strong>Programa</strong><br />
gerem, até o final deste ano, renda adicional média (direta e indireta) de R$<br />
21,5 bilhões por ano. Em outros termos, a cada R$ 1 milhão desembolsado pelo<br />
programa, outros R$ 890 mil são gerados em renda adicional.<br />
Nos mercados de materiais e serviços voltados à construção, estima-se que o<br />
PMCMV tenha sido responsável direto por fomentar novos negócios da ordem<br />
de R$ 13,6 bilhões por ano, em média. Isso equivale a uma movimentação de<br />
R$ 560 mil nesses mercados para cada R$ 1 milhão desembolsado pelo programa.

How it works<br />
• União estabelece metas de aplicação dos recursos, por<br />
Unidade da Federação, com base no déficit habitacional.<br />
• Estados e municípios, a partir do seu cadastro<br />
habitacional, realizam o enquadramento das famílias<br />
nos critérios de priorização definidos para o <strong>Programa</strong> e<br />
inserem no Cadúnico, se for o caso.<br />
• Empresas do setor da construção civil apresentam<br />
projetos à Caixa Econômica Federal ou Banco do Brasil.<br />
• Após análise, a Instituição Financeira contrata<br />
a operação, acompanha a execução da obra e<br />
libera recursos conforme cronograma. Concluído o<br />
empreendimento, a Instituição Financeira providencia a<br />
alienação das unidades para as famílias selecionadas.<br />
• Durante a execução das obras e após a entrega das UH,<br />
o trabalho social é realizado sob a responsabilidade dos<br />
Estados e Municípios.<br />
• Beneficiário paga mensalmente prestação equivalente a<br />
10% da renda ou mínima de R$ 50,00, durante 10 anos<br />
• Estados e municípios podem aportar contrapartidas sob<br />
a forma de recursos financeiros, terreno ou serviços.<br />

e institui a Comissão de<br />
Acompanhamento de Obra<br />
(CAO) e de representantes dos<br />
beneficiários, que presta conta<br />
aos demais beneficiários.<br />
• Conforme o andamento e as<br />
medições da obra, os recursos<br />
são repassados à EO.<br />
• O Trabalho Social finaliza após a<br />
conclusão e ocupação das UH.<br />
