CARTA DE SALVADOR
“Nós, os participantes da 2ª Conferência de Intelectuais
da África e da Diáspora - 2ª Ciad, reunidos em Salvador, de
12 a 14 de julho de 2006:
RECORDANDO a 1ª Conferência de Intelectuais da
África e da Diáspora - 1ª Ciad, realizada em Dacar (Senegal),
de 6 a 9 de outubro de 2004, sob o tema geral “A África no
Século 21: Integração e Renascimento”;
CONCORDANDO em que o tema da 2ª Ciad, “A Diáspora
e o Renascimento Africano”, agrega e enseja perfeita continuidade
em relação à 1ª Ciad;
Reconhecendo a importância da participação do Presidente
da República Federativa do Brasil, Luiz Inácio Lula da
Silva, que abriu os trabalhos da Conferência;
EXPRESSANDO à Comissão da União Africana e ao
Governo da República Federativa do Brasil seu apreço pela
organização da 2ª Ciad, iniciativa que lança as bases para
uma cooperação permanente entre a União Africana, principal
organização do continente, e os países da Diáspora;
DESTACANDO a riqueza dos debates ocorridos nas três
mesas redondas e doze grupos temáticos;
Comunicamos que:
• A crescente consciência de uma cidadania africana, com
suas repercussões políticas, econômicas e culturais, e o
entendimento dos Estados da África, reunidos em torno
à União Africana, constituem elementos essenciais ao Renascimento
Africano;
• A Diáspora africana, presente em todo o globo terrestre,
representa parte fundamental do patrimônio cultural
e político africano e mantém viva a consciência de suas
origens;
• As comunidades de origem africana enfrentam dificuldades
de variada natureza em seus países e um real
encontro da Diáspora com suas raízes ancestrais tem papel
fundamental na superação dessas dificuldades, podendo
os Governos e a sociedade civil contribuir para as soluções
por meio de uma maior consciência da cultural africana;
• O encontro de intelectuais, no contexto da Ciad, incentiva
e contribui para a integração da Diáspora com suas
origens ancestrais;
• O desenvolvimento da África será dinamizado por meio
da contribuição da Diáspora Africana;
A 1ª e 2ª Ciad se apresentam como relevantes mecanismos
para a compreensão global do Renascimento Africano.
Declaramos que:
THE SALVADOR DECLARATION
“We, the participants of the second Conference
of Intellectuals from Africa and its Diaspora, CIAD II,
gathered in Salvador, from July 12-14, 2006.
REMEMBERING the first Conference of Intellectuals
from Africa and its Diaspora, CIAD I, which took
place in Dakar (Senegal) from October 6-9, 2004,
under the general theme “Africa in the Twenty-First
Century: Integration and Renaissance”;
AGREEING that the theme of CIAD II, “The
Diaspora and African Renaissance,” builds upon and
provides opportunities for complete continuity with
CIAD I;
RECOGNIZING the importance of the participation
of the President of the Federative Republic of
Brazil, Luiz Inácio Lula da Silva, who opened the
Conference;
EXPRESSING their appreciation to the Commission
of the African Union and to the Government of
the Federative Republic of Brazil for the organization
of CIAD II, an initiative that lays the groundwork
for lasting cooperation between the African Union,
foremost organization of the African continent, and
the countries of the Diaspora;
EMPHASIZING the richness of the debates occuring
during the three round table discussions and the
twelve thematic group encounters;
We announce that:
The growing consciousness of an African
citizenship (Pan-Africanism), with its political, economic,
and cultural repercussions, and the mutual
understanding of the African States, united under
the African Union, constitute essential elements for
the African Renaissance;
The African Diaspora, apparent in every part of
the globe, represents a fundamental part of African
cultural and political patrimony and keeps alive the
awareness of its (African) origins;
Communities of African origin confront a wide
variety of difficulties in their countries, and a real
encounter of the Diaspora with its ancestral roots
plays a fundamental role in overcoming these
difficulties, enabling governments and civil society
to contribute to solutions by means of a greater
consciousness of African culture;
The meeting of intellectuals, in the context of
CIAD, motivates and contributes to the integration of
the Diaspora with its ancestral origins;
The development of Africa will be energized
through the contribution of the African Diaspora;
CIAD I and II offer appropriate platforms for the
global understanding of the African Renaissance.
