é percebermos que este movimento passou a incorporar a dimensão
cultural que até então se mantivera ausente ou, na melhor
das hipóteses, sub-representada pela simples presença de
alguns artistas em visitas diplomáticas de praxe. São dignas de
registro, neste particular, as ações articulando cultura e desenvolvimento
iniciadas pelo Ministério da Cultura no âmbito da
CPLP e, também, a realização recente, em Salvador, na Bahia,
da II Conferência dos Intelectuais da África e da Diáspora.
Certamente ainda é pouco para o amplo arco de possibilidades
que encerram as relações entre o Brasil e os países africanos
e que devem ter no campo da cultura seu leito privilegiado
– muito pouco mesmo para quem como nós, o Brasil, devemos
tanto do que somos aos povos africanos e suas culturas. Mas
podemos considerar ser este um bom começo para um processo
do qual se espera a continuidade, o aprofundamento e
a aceleração necessárias para garantir a solidez que merece a
ponte que, sonhamos, possa aproximar as duas margens deste
oceano ao qual um profundo conhecedor de suas águas e seus
navegantes, o embaixador e historiador brasileiro Alberto da
Costa e Silva, referiu como sendo “um rio chamado Atlântico”.

The last four years seem to indicate a significantly
positive tone in Brazilian foreign politics in terms
of the relationship with Africa and its community of
nations. Even more significant is the idea that we
grasp that this movement has begun to incorporate
the cultural dimension which until that time was
absent or at most hypothetical, under-represented
by the habitual but empty presence of some artists
on diplomatic visits. Worth noting, in this context,
are the actions articulating culture and development
initiated by the Ministry of Culture in the
environment of CPLP and also the recent realization,
in Salvador, Bahia, of the Second Conference of
Intellectuals from Africa and its Diaspora.
Certainly, it is still not enough for the wide range
of possibilities that describe the relations between
Brazil and African countries and which should have
a privileged place in the area of culture, very little
indeed for those who, like us, in Brazil, owe so much
of what we are to the peoples of Africa and their
cultures. We can, however, consider this as a good
start for a process that promises the necessary continuity,
deepening, and acceleration to guarantee the
deserved solidity of the bridge which, we hope, can
span the two shores of this ocean, or, as Brazilian
historian and Ambassador Alberto da Costa Silva,
well versed in its waters and its voyages, referred to
it, as “a river called the Atlantic”.
