A River Called the Atlantic

I do not believe that there exists a more favorable
area in which to celebrate the relations between Brazil
and African countries than that of culture. There is
enough history, affection, and emotion to guarantee
the necessary cultural cement for the construction of a
bridge linking the two sides of the Atlantic.
I even know, we all know, that culture and
its historical, affective, and emotional impact
does not stand out as a determining factor in the
arrangements that set the priorities on the list of
international relations. Here, the movement is
“hegemonized” by dictates that serve political
strategies and economic interests, for example, the
processes of regional and international integration
that traditionally brought together countries that
often have little or nothing in common.
However, it is also here that the historical as well
as cultural ties that link us to Africa can forcefully
come to bear. What other country besides Brazil,
awash in such a meaningful common cultural
repertoire, could extend a hand to Africans in order
to participate in their struggle for development of
their societies? What other nation in the world could
offer itself with as many assets as Brazil to assist in
efforts to construct networks that might connect the
African Diaspora with Africa?
In this sense, and even in the mine field in
which the economic and political games are played,
Brazil can and should have a differentiated role
in relation to the community of African nations.
African nations cannot expect from us, from Brazil,
any other position than that of ever and always
moving forward, in the sense of becoming an active
partner in the economic and political issues that
involve our processes of development, whether on
the level of bilateral relations, or in the atmosphere
of regional and multi-lateral organizations in which
it participates, a partner interested in establishing
and incrementing just and balanced commercial
relations with these countries; a partner capable of
promoting cooperative actions, clearly divested of
lucrative ends; a capable partner who, together with
the international community, acts in defense of the
interests of poorer countries; a partner in the sense
of applying indispensable aid and resources to the
resolution of the most serious problems that affect
African nations.

Um rio chamado Atlântico

Não creio que haja campo mais favorável do que o da cultura
para acolher as relações entre o Brasil e os países africanos.
É que há suficiente história, afeto e emoção para garantir a argamassa
cultural necessária à construção de uma ponte ligando
os dois lados do Atlântico.
Todavia sei, sabemos todos, que a cultura e sua carga de
história, afeto e emoções não pontua como determinante nos
arranjos que organizam o tabuleiro das relações internacionais.
Aqui, o movimento é hegemonizado por ditames que atendem
a estratégias políticas e interesses econômicos, do que são
exemplares os processos de integração regional e internacional
que costumam reunir países que muitas vezes pouco ou nada
têm de comum entre si.
Mas é também aqui que podem entrar, em força, os laços
históricos e culturais que nos ligam à África. Que outro país,
que não o Brasil, pode lançar mão de tão significativo repertório
cultural comum para participar da luta dos africanos pelo
desenvolvimento de suas sociedades? Que outra nação do
mundo pode se oferecer com tanta propriedade como o Brasil
para acolher os esforços de construção de redes que conectem
a diáspora africana com a África?
Nessa medida, e mesmo no terreno minado em que se
realizam os jogos da economia e da política, o Brasil pode e
deve ter um papel diferenciado em relação à comunidade das
nações africanas. De nós, o Brasil, não podem esperar os países
africanos outro comportamento que não seja o de avançar
sempre mais no sentido de vir a ser um parceiro atuante nas
questões econômicas e políticas que envolvem os seus processos
de desenvolvimento, seja no plano das relações bilaterais,
seja no âmbito das organizações regionais e multilaterais de
que participa – um parceiro interessado em estabelecer e incrementar
relações comerciais justas e equilibradas com estes
países; um parceiro capaz de promover ações de cooperação
claramente desvinculadas de interesses lucrativos; um parceiro
capaz de junto à comunidade internacional atuar na defesa dos
interesses dos países mais pobres; um parceiro no sentido de
reunir os apoios e recursos indispensáveis à solução dos gravíssimos
problemas que afetam as nações africanas.
Os últimos quatro anos parecem indicar uma inflexão significativamente
positiva da política externa brasileira em direção
à África e sua comunidade de nações. Mais significativo ainda
