da inconsciência da gr<strong>and</strong>eza da África e de sua diáspora. E o<br />
pior: um total desconhecimento das lutas de libertação africana<br />
e das vitórias no campo das políticas públicas nos últimos<br />
30 anos de movimento negro no Brasil.<br />
Porém, apesar desta dificuldade de acertar o tom, o compasso,<br />
a <strong>II</strong> Ciad foi uma conferência feliz e oportuna, gestual<br />
do Brasil com África, da África com o Brasil, bem organizada<br />
pela Unidade <strong>Africa</strong>na, governo Brasileiro, aí com destaque<br />
para a Sepir, Fundação Cultural Palmares e Itamaraty.<br />
Falei sobre as políticas culturais e, como sempre, compar<strong>and</strong>o<br />
as políticas de promoção da igualdade racial no Brasil e as<br />
políticas públicas internacionais praticadas em relação a África<br />
e os seus descendentes na Europa, nas Américas e no Caribe.<br />
Dei ênfase às políticas públicas na cultura e na educação,<br />
destac<strong>and</strong>o o exemplo do Olodum e das entidades negras<br />
baianas que compõem o Fórum de Entidades Negras da Bahia<br />
que após uma luta que levou um longo e bom tempo, conseguiram<br />
criar em 1989 a primeira lei de ação afirmativa em<br />
uma Constituição Estadual do Brasil, sobre afro-brasileiros na<br />
comunicação social e recentemente, a criação de secretarias<br />
públicas de políticas de reparação e de promoção de igualdade<br />
racial no município de Salvador e no Estado da Bahia em<br />
governos recentes.<br />
Foi justamente este renascimento africano na Bahia nos<br />
anos 70 que permitiu uma importante revolução da emoção,<br />
das atitudes, e da auto estima dos afro brasileiros da Bahia e<br />
uma fusão prevista pelo líder da Guine Bissau Amilcar Cabral<br />
nos seus escritos: a unidade da política com a cultura, com<br />
o entendimento de que a cultura popular pode sim ser uma<br />
alavanca de libertação de um povo e de uma nação. No caso<br />
baiano, ao fundir cultura e política, este nosso movimento intelectualmente<br />
ligado a Samora Machel, Agostinho Neto, Amilcar<br />
Cabral, N Krumanh, Julius Nyerere, Steve Biko, Nelson<br />
M<strong>and</strong>ela, mais com raízes fortes na história dos Quilombos, a<br />
Revolta dos Búzios, a Revolta dos Malês, nos conduziu a promover<br />
fortes mudanças na sociedade baiana, em especial no<br />
combate ao racismo e a intolerância.<br />
O resultado de toda esta ebulição afro-baiana no contexto<br />
internacional dos intelectuais africanos e da diáspora terá que<br />
ser muito pesquisado, analisado, sem preconceitos e com o objetivo<br />
de integrar o saldo obtido do movimento negro no Brasil,<br />
nas políticas da África e de sua diáspora como colaboradora<br />
dos direitos humanos, da pluralidade cultural e da diversidade<br />
humana.<br />
A história dos africanos neste lado do mundo, no Brasil, é<br />
um dos legados mais importantes da humanidade sobre o prisma<br />
das lutas pela igualdade e de reconhecimento.<br />

its resources. In relation to the magnitude of the<br />
conference <strong>and</strong> its objectives, these inquiries were<br />
inappropriate, but nonetheless revealing in terms<br />
of the lack of awareness of the greatness of <strong>Africa</strong><br />
<strong>and</strong> its <strong>Diaspora</strong>. And the worst: a complete lack of<br />
knowledge of the struggles for <strong>Africa</strong>n liberation <strong>and</strong><br />
of the victories of the Black Movement in Brazil in<br />
the areas of public policies over the last thirty years.<br />
However, despite the difficulty of finding the right<br />
tone, the right direction, <strong>CIAD</strong> <strong>II</strong> was a happy <strong>and</strong><br />
opportune conference, an overture from Brazil to<br />
<strong>Africa</strong>, from <strong>Africa</strong> to Brazil, well-organized by the<br />
<strong>Africa</strong>n Union, the Brazilian government, with special<br />
mention of Sepir, Palmares Cultural Foundation,<br />
<strong>and</strong> Itamaraty.<br />
I spoke about cultural policies, as always,<br />
comparing the policies to promote racial equality in<br />
Brazil with the international public policies practiced<br />
in relation to <strong>Africa</strong> <strong>and</strong> its descendents in Europe,<br />
the Americas, <strong>and</strong> in the Caribbean.<br />
I emphasized public policies in culture <strong>and</strong> in<br />
education, underscoring the example of Olodum<br />
<strong>and</strong> of the Black Bahian entities that form part of<br />
the Forum of Black Entities of Bahia which, after a<br />
protracted struggle, managed to see written into a<br />
Brazilian state constitution in 1989 the first affirmative<br />
action statute, regarding Afro-Brazilians in<br />
social communication <strong>and</strong>, recently, the creation of<br />
governmental branches (secretariats) for reparations<br />
<strong>and</strong> for the promotion of racial equality in the city of<br />
Salvador <strong>and</strong> in the state of Bahia.<br />
It was exactly this <strong>Africa</strong>n Renaissance in Bahia<br />
in the 1970s that permitted an important revolution<br />
in emotion, attitudes, <strong>and</strong> self-esteem of Afro-<br />
Brazilians in Bahia <strong>and</strong> a fusion foreseen by Amilcar<br />
Cabral, the leader of Guinea Bissau, in his writings:<br />
the unity of politics <strong>and</strong> culture, with the underst<strong>and</strong>ing<br />
that popular culture can indeed be a tool<br />
of liberation for a people <strong>and</strong> for a nation. In the<br />
Bahian case, the fusing of culture <strong>and</strong> politics, our<br />
movement intellectually linked to Samora Machel,<br />
Agostinho Neto, Amilcar Cabral, Nkrumanh, Julius<br />
Nyerere, Steve Biko, Nelson M<strong>and</strong>ela, but with<br />
strong roots in the history of Quilombos (maroon<br />
settlements), the Buzios <strong>and</strong> Males rebellions,<br />
moves us to promote strong changes in Bahian<br />
society, especially in the combat against racism <strong>and</strong><br />
intolerance.<br />
The result of all of this Afro-Bahian unrest in the<br />
international context of <strong>Africa</strong>n <strong>and</strong> Diasporic intellectuals<br />
will have to be well researched, analyzed,
