The <strong>Diaspora</strong> <strong>and</strong> the <strong>Africa</strong>n<br />
Renaissance<br />

The Conference, which first met in Dakar, Senegal<br />
in October 2004, proposed to bring together<br />
intellectuals, representatives of civil society, <strong>and</strong><br />
decision-makers in serious discussions about issues<br />
of interest to <strong>Africa</strong> <strong>and</strong> the <strong>Diaspora</strong>. From my point<br />
of view, this conference allowed something unheard<br />
of in the history of relations between <strong>Africa</strong> <strong>and</strong><br />
Brazil: a meeting of generations, of possibilities,<br />
<strong>and</strong> agreements about shifts in the explanatory<br />
models that have defined the bilateral relations<br />
between the <strong>Africa</strong>n continent <strong>and</strong> Brazilian foreign<br />
affairs. Therefore, the major victory of <strong>CIAD</strong> <strong>II</strong> was<br />
that of opening doors to a new people-to-people<br />
relationship.<br />
I traveled with the group Olodum in Europe<br />
during the 2006 World Cup, <strong>and</strong> in the European<br />
universe I thought quite a bit about what something<br />
as important as our common struggle for rights<br />
means to <strong>Africa</strong>ns, Brazilians, whites, for those of<br />
<strong>Africa</strong>n descent <strong>and</strong> what it means to deal with pressing<br />
issues – as much for <strong>Africa</strong> as for Brazil – such<br />
as the youth, cultural policies, political participation,<br />
Black women, the economy, <strong>and</strong> digital inclusion.<br />
In particular, how do we move beyond the attachment<br />
that certain sectors of the Black community in<br />
Brazil have with the false idea that there is only one<br />
<strong>Africa</strong>, limited to the countries of Nigeria <strong>and</strong> Benin?<br />
That everything in <strong>Africa</strong> is revolutionary, <strong>and</strong> that<br />
all Blacks in Brazil come from a single city? That<br />
all the <strong>Africa</strong>ns who come to our country practice<br />
C<strong>and</strong>omblé, members of a political collective loyalty<br />
to <strong>Africa</strong>n matrices in music, sports, <strong>and</strong> systems<br />
of thinking? I did not find an easy answer to these<br />
questions. Even so, I prepared myself to speak<br />
provocatively about the <strong>Africa</strong>n world <strong>and</strong> its global<br />
<strong>Diaspora</strong>, based on a Salvadoran, Bahian, Brazilian<br />
perspective.<br />
Upon arriving in Brazil <strong>and</strong> having participated in<br />
this important conference, I could see that it would<br />
be necessary to increase the dialogue between<br />
young people in <strong>Africa</strong> <strong>and</strong> Brazil; to increase<br />
the exchanges between the <strong>Africa</strong>n continent <strong>and</strong><br />
Brazilians in a number of areas.<br />
The attempt to place the discussion of Afro-<br />
Bahian <strong>and</strong> Brazilian problems in the international<br />
context of the <strong>Africa</strong>n <strong>Diaspora</strong> surprised me. Many<br />

A Conferência, cuja primeira edição ocorreu em Dacar<br />
– Senegal , em outubro de 2004, teve por objetivo reunir<br />
intelectuais, representantes da sociedade civil e tomadores de<br />
decisão para discussões aprofundadas sobre temas de interesse<br />
da África e da Diáspora. No meu ponto de vista esta conferência<br />
permitiu algo inédito na historia das relações da África e do<br />
Brasil: um encontro de gerações, das possibilidades e acordos<br />
de transferências de explicativas que têm cercado as relações<br />
bilaterais entre o continente africano e a política externa brasileira.<br />
Porém a maior vitória da <strong>II</strong> Ciad foi a de abrir as portas<br />
para uma nova relação povo-povo.<br />
Estava em uma viagem com a b<strong>and</strong>a Olodum na Europa<br />
durante a Copa do Mundo de 2006 e, no universo europeu,<br />
pude pensar bastante o que dizer aos africanos, aos brasileiros,<br />
aos brancos, aos afro-descendentes sobre algo tão importante<br />
como a luta por direitos que nos é comum, e tratar de temas<br />
tão atuais para a África, quanto ao Brasil, tais como juventude,<br />
políticas culturais, participação política, mulher negra, economia,<br />
inclusão digital.<br />
Em especial, como fazer para superar o apego que certos<br />
setores da negritude no Brasil têm com a falsa idéia de que há<br />
apenas uma África, limit<strong>and</strong>o esta aos paises Nigéria e Benin?<br />
Que tudo na África é revolucionário e que os negros no Brasil<br />
vieram de uma única cidade? Que todos os africanos que vieram<br />
para nossa terra eram do c<strong>and</strong>omblé, e da cobrança política<br />
de fidelidade a uma matiz africana para a música, esporte,<br />
intelectualidades? Não encontrei resposta fácil a estas perguntas.<br />
Ainda assim, me preparei para falar provocativamente<br />
sobre o mundo africano e sua diáspora no mundo, a partir de<br />
uma perspectiva soteropolitana, baiana, brasileira.<br />
Ao chegar ao Brasil e ter participado desta importante<br />
conferência, pude observar que será necessário incrementar o<br />
diálogo entre os jovens de África e do Brasil; aumentar as trocas<br />
entre o continente africano e os brasileiros em diversos campos.<br />
Me surpreendeu a tentativa de colocar as discussões dos<br />
problemas afro baianos e brasileiros no contexto internacional<br />
da diáspora africana. Muitos jovens presentes a conferência,<br />
por ignorância, apenas queriam saber o que o cantor Toni Garrido<br />
fazia pelos negros ou de que forma o Olodum utilizava os<br />
seus recursos. Questionamentos indevidos em função da magnitude<br />
da conferência e dos seus objetivos mais reveladores
