Brazil on the Route of Pan-<strong>Africa</strong>nism<br />

In its contemporary version, the idea of Pan-<br />
<strong>Africa</strong>nism consists in the existence of common ties<br />
of cultural <strong>and</strong> historical order between <strong>Africa</strong>n<br />
peoples <strong>and</strong> those of <strong>Africa</strong>n descent, <strong>and</strong> these<br />
ties necessarily serve as the basis for the construction<br />
of common strategies for confronting the<br />
multiple problems set in motion by chattel slavery,<br />
colonialism, <strong>and</strong> racism. In contrast to the distorted<br />
interpretation of those who intend to associate this<br />
idea, of progressive or libertarian character, to a racial<br />
“essentialism” that foments hatred <strong>and</strong> division,<br />
the Pan-<strong>Africa</strong>n ideal, as expressed a little less than<br />
a century ago by the great Afro-American thinker,<br />
W.E.B. DuBois, who emphasized the solidarity of<br />
peoples of <strong>Africa</strong>n origin, not in order to segregate<br />
themselves from the greater human community,<br />
but rather with the objective of better integrating<br />
themselves into that community, recognizing <strong>and</strong><br />
appreciating their characteristics <strong>and</strong> contributions<br />
to the common patrimony of all human beings, <strong>and</strong><br />
at the same time, guaranteeing their equalitarian<br />
participation in sharing this patrimony.<br />
Pan-<strong>Africa</strong>nism is a key-idea in the conception<br />
of an event such as the Conference of Intellectuals<br />
from <strong>Africa</strong> <strong>and</strong> its <strong>Diaspora</strong> – <strong>CIAD</strong>, whose second<br />
meeting took place in the city of Salvador, Bahia<br />
between July 12-14, 2006. Under the banner of<br />
<strong>Africa</strong>n Renaissance – a movement born in South<br />
<strong>Africa</strong> in the 1990s with the aim of stimulating<br />
<strong>Africa</strong>n peoples <strong>and</strong> those of <strong>Africa</strong>n descent to collectively<br />
seek effective solutions to the problems that<br />
affect them, historians, writers, economists, social<br />
scientists, politicians, <strong>and</strong> activists from countries in<br />
<strong>Africa</strong>, the Americas, <strong>and</strong> Europe gathered to share<br />
their visions about general <strong>and</strong> specific issues <strong>and</strong><br />
also to share their proposals for overcoming the difficulties<br />
confronted by their national communities.<br />
From the point of view of Brazil, it is worth<br />
underscoring two important <strong>and</strong> interrelated aspects.<br />
One of these was the support of the federal government,<br />
through Itamaraty <strong>and</strong> the Ministry of Culture,<br />
which made the realization of this event possible.<br />
We can see in this an important l<strong>and</strong>mark in a<br />
country that, despite flaunting the stamp of <strong>Africa</strong>n<br />
origin, not only in culture, but in the phenotype of<br />
a large number of its inhabitants, always looked in<br />
askance, at least in official circles, at the realization<br />

Em sua versão contemporânea, a idéia de pan-africanismo,<br />
ou seja, de que existem laços comuns, de ordem cultural e histórica,<br />
entre os povos africanos e afro-descendentes, é a de que<br />
esses laços devem servir de base à construção de estratégias<br />
comuns para o enfrentamento dos múltiplos problemas gerados<br />
pela escravidão, o colonialismo e o racismo. Diferentemente da<br />
interpretação distorcida dos que pretendem associar essa idéia,<br />
de caráter progressista e libertário, a um “essencialismo” racial<br />
fomentador de ódios e divisões, o ideal pan-africano, como já<br />
o exprimia, pouco menos de um século atrás, o gr<strong>and</strong>e pensador<br />
afro-americano W.E.B. DuBois, enfatiza a solidariedade<br />
dos povos de origem africana, não para apartá-los do conjunto<br />
maior da humanidade, mas com o objetivo de melhor inseri-los<br />
nesse conjunto, reconhecendo e valoriz<strong>and</strong>o as suas características<br />
e contribuições ao patrimônio comum de todos os seres<br />
humanos, e simultaneamente garantindo a sua participação<br />
igualitária na partilha desse patrimônio.<br />
O pan-africanismo é uma idéia-chave na concepção de<br />
um evento como a Conferência de Intelectuais da África e da<br />
Diáspora – <strong>CIAD</strong>, cuja segunda edição se realizou na cidade<br />
de Salvador, Bahia, entre os dias 12 e 14 de julho de 2006.<br />
Sob o signo da Renascença <strong>Africa</strong>na – movimento nascido na<br />
África do Sul, na década de 1990, com o propósito de estimular<br />
os povos africanos e afro-descendentes a buscarem, coletivamente,<br />
soluções efetivas para os problemas que os afetam –,<br />
historiadores, escritores, economistas, cientistas sociais, políticos<br />
e militantes de países da África, da América e da Europa<br />
se reuniram para expor suas visões relativas a questões particulares<br />
e comuns, e também suas propostas para a superação<br />
das dificuldades enfrentadas por suas comunidades nacionais.<br />
Do ponto de vista do Brasil, cabe ressaltar dois aspectos<br />
importantes e inter-relacionados. Um deles foi o apoio do<br />
Governo Federal, via Itamaraty e Ministério da Cultura, que<br />
possibilitou a realização do evento. Podemos ver nisso um<br />
marco importante num país que, apesar de ostentar a marca<br />
da origem africana não apenas na cultura, mas no fenótipo de<br />
gr<strong>and</strong>e parte de seu povo, sempre encarou com desconfiança,<br />
ao menos no plano oficial, a realização de eventos dessa<br />
natureza, no temor de que neles se pudessem desmascarar as<br />
práticas discriminatórias que teimam em caracterizar o nosso<br />
