- increase the number of research institutes <strong>and</strong><br />

financial resources dedicated to research;<br />

- insure adequate conditions for work, career, <strong>and</strong><br />

the production of knowledge for <strong>Africa</strong>n intellectuals<br />

<strong>and</strong> Black intellectuals in the <strong>Diaspora</strong>;<br />

- provide incentives for editorial policies that<br />

make the circulation of knowledge produced in<br />

<strong>Africa</strong> <strong>and</strong> its <strong>Diaspora</strong> possible;<br />

- facilitate the movement of intellectuals <strong>and</strong><br />

artists between <strong>Africa</strong> <strong>and</strong> its <strong>Diaspora</strong>, especially<br />

in terms of visas <strong>and</strong> work permits;<br />

- continue struggling against poverty <strong>and</strong> bettering<br />

social indicators, in <strong>Africa</strong>n <strong>and</strong> <strong>Diaspora</strong><br />

countries, with special attention to anti-discrimination<br />

laws <strong>and</strong> affirmative action policies;<br />

- consolidate the five regions of the <strong>Africa</strong>n<br />

continent, marking the <strong>Diaspora</strong> as the sixth<br />

<strong>Africa</strong>n region.<br />

It is a movement!<br />

It deals with, as one can see, an ambitious plan<br />

that requires the construction <strong>and</strong> implementation<br />

of solid policies, devoted to the long haul. The<br />

government of President Lula st<strong>and</strong>s ready, seeking<br />

to anticipate many of these dem<strong>and</strong>s, promoting<br />

pioneering initiatives on the national as well as<br />

international scene. It is, however, necessary to emphasize<br />

the participation of intellectuals, students,<br />

<strong>and</strong> the representative of civil society who took part<br />

in <strong>CIAD</strong> <strong>II</strong> for having produced, in their reflective<br />

task, a platform capable of projecting Brazil <strong>and</strong> its<br />

partners in <strong>Africa</strong> <strong>and</strong> the <strong>Diaspora</strong> in the direction<br />

of a more just <strong>and</strong> dynamic future.<br />

*Marcelo O. Dantas received a degree in Economics from the<br />

Federal University of Rio de Janeiro. He was in charge of the<br />

Steering Committee for <strong>CIAD</strong> <strong>II</strong>. A career diplomat he served<br />

as economic adviser in Brazilian embassies in Washington,<br />

D.C., Mexico City, <strong>and</strong> Lisbon. He was an advisor for in<br />

the areas of Education, Culture, <strong>and</strong> the Promotion of the<br />

Portuguese Language in the Executive Secretariat of CPLP. At<br />

present, he heads the Division of Multilateral Cultural Matters<br />

in the Ministry of Foreign Affairs<br />

atenção para as leis anti-descriminação e as políticas de<br />

ação afirmativa;<br />

- consolidar as cinco regiões do continente, destac<strong>and</strong>o a<br />

Diáspora como sexta região africana.<br />

É um movimento!<br />

Trata-se, como se vê, de um programa ambicioso, que requer<br />

a construção e implementação de políticas sólidas, voltadas<br />

para o longo prazo. De sua parte, o governo do Presidente<br />

Lula vem já busc<strong>and</strong>o antecipar-se a muitas dessas dem<strong>and</strong>as,<br />

promovendo iniciativas pioneiras tanto no plano interno, quanto<br />

no cenário internacional. Mas é preciso ressaltar a atuação<br />

dos intelectuais, estudantes e representantes da sociedade civil<br />

que participaram da <strong>II</strong> <strong>CIAD</strong> por haverem produzido, em seu<br />

esforço de reflexão, uma plataforma capaz de projetar o Brasil<br />

e seus parceiros da África e da Diáspora em direção a um<br />

futuro mais justo e dinâmico.<br />

Foi o responsável pelo Núcleo de Coordenação da <strong>II</strong> <strong>CIAD</strong>. Conselheiro da carreira diplomática serviu nas<br />

embaixadas do Brasil em Washington, Cidade do México e Lisboa. Foi assessor para Temas de Educação,<br />

Cultura e Promoção da Língua Portuguesa no Secretariado Executivo da CPLP. Atualmente chefia a Divisão<br />

de Assuntos Multilaterais Culturais do Ministério das Relações Exteriores
