- provide incentives for the increase of activities
that facilitate artistic and intellectual mutual
understanding and exchange between Africa and
its Diaspora;
- increase the means of communication between
Africa and her Diaspora, by means of better
investments in the areas of transportation, radio,
television, telephone, and digital inclusion;
- establish a political agreement between Africa
and its Diaspora, devoted to the promotion of
development, citizenship, and the well-being of
their peoples;
- promote security, having in mind human rights,
adequate education, and a healthy environment,
among other basic items of survival;
- secure resources that assure international collective
action, adequate for the solution of conflicts;
- recognize the role of intellectuals and provide
incentives for them to participate in decisionmaking
in the governmental sphere;
- deepen good governing, transparency, and
respect for human rights, as indispensable factors
for assuring sustainable economic development;
- study means of reparation for those of African
descent whose ancestors were victims of the
confiscation of liberty and submitted to slavery;
- monitor the implementation of recommendations
of the Durban Conference;
- provide incentives for better coordination
between tradition and modernity, devoted to the
demonstration of the compatibility between the
universal values of liberty and equality and the
particular institutions in each locality;
- guarantee the expansion and bettering of
education at the primary and secondary levels, as
well as in technical schools and universities;
- demand the establishment of a true democratic
system, on the international level, with the reform
of the system of the United Nations and of the
Security Council;
- provide incentives for exchange in areas of knowledge,
such as history, culture, and economic
development;
- consider respect to cultural diversity as a
fundamental value of philosophical knowledge in
the Diaspora and on the African continent;
- recognize, in the social sciences, the importance
of traditional values, without making them
something turned over to conservatism, but rather
to the affirmation of identity;

- estabelecer um pacto político entre a África e sua Diáspora,
voltado para a promoção do desenvolvimento, cidadania
e bem-estar dos seus povos;
- promover a segurança, contemplando os direitos humanos,
a educação adequada e o ambiente saudável, entre outros
itens básicos de sobrevivência;
- captar recursos que assegurem uma ação coletiva internacional
adequada na prevenção e solução de conflitos;
- reconhecer o papel dos intelectuais e incentivá-los a participar
das tomadas de decisões na esfera governamental;
- aprofundar a boa governança, transparência e respeito aos
direitos humanos, como fatores indispensáveis para assegurar
um desenvolvimento econômico sustentável;
- estudar medidas de reparação em prol dos afro-descendentes,
cujos ancestrais foram vítimas de privação de liberdade
e submetidos à escravidão;
- monitorar a implementação das recomendações da Conferência
de Durban;
- incentivar uma melhor articulação entre tradição e modernidade,
voltada para a compatibilização entre os valores
universais da liberdade e da igualdade e as instituições
peculiares de cada local;
- garantir a expansão e melhoria da educação nos níveis
primários, secundários, mas também nos ramos técnicos e
universitários;
- reivindicar o estabelecimento de um verdadeiro sistema
democrático, em nível internacional, com a reforma do sistema
das Nações Unidas e do Conselho de Segurança;
- incentivar o intercâmbio em áreas do conhecimento, tais
como a história, a cultura e o desenvolvimento econômico;
- tomar o respeito pela diversidade cultural como valor fundamental
do saber filosófico na Diáspora e no Continente;
- reconhecer, nas ciências sociais, a importância dos valores
tradicionais, sem deles fazer algo voltado para o conservadorismo,
mas sim para a afirmação da identidade;
- considerar a reserva de vagas não apenas como uma política
de estado para resolver desigualdades, mas também como
um meio de promover e viabilizar a produção de um conhecimento
feito com o protagonismo da população negra;
- avançar em direção a um multilingüismo funcional complementar,
em que as “línguas mães” dos povos africanos
tenham precedência, mas sem abandonar o conhecimento
de uma segunda língua, que permita a comunicação com o
mundo;
