concluída em apenas alguns dias. A II CIAD continua a ocupar
mentes por todos os continentes, ávidas pela construção desse
futuro. Propostas enriquecedoras chegam ao Governo Brasileiro
e à Comissão da União Africana, num desdobramento
natural das discussões que resultaram na Carta de Salvador.
Um movimento que vai prosseguir e que, sem dúvida alguma,
vai alimentar de forma enriquecedora a III CIAD, em 2008,
em Dakar. São propostas que apontam para necessidades de:
- criar mecanismos institucionais que reforcem a solidariedade
entre a África e os países da diáspora.
- incrementar o intercâmbio de estudantes entre esses países;
- realizar estudo sobre o papel da mulher nas sociedades
africanas;
- implementar programas de conscientização da cidadania
para mulheres;
- instituir programas que difundam entre as crianças valores
básicos e princípios tais como a dignidade, a resistência à
opressão, a democracia e a importância do trabalho;
- desenvolver uma rede pan-africana de intelectuais;
- adotar medidas para maior conscientização internacional
sobre os problemas do racismo e da exclusão dos
afro-descendentes;
- envidar esforço conjunto África - Diáspora para a sistematização
de dados históricos e econômicos, visando a sua
inclusão nos currículos escolares;
- promover o acesso das mulheres às necessidades sociais
de base, tais como saúde, educação e cultura;
- institucionalizar as perspectivas de gênero e eqüidade nas
universidades;
- assegurar uma maior participação das mulheres nas instâncias
decisórias governamentais e de implementação dessas
decisões;
- garantir a administração adequada dos recursos naturais,
partilhados eqüitativamente, através de uma governança
participativa;
- promover uma maior integração dos segmentos excluídos
da população, de modo a se combater fontes potenciais de
conflitos sociais, e vetores do terrorismo e do crime organizado;
- ampliar o espaço democrático, mediante o reconhecimento
da diversidade e da pluralidade;
- incentivar o aumento de atividades que facilitem o conhecimento
mútuo e intercâmbio artístico e intelectual entre a
África e da Diáspora;
- ampliar os meios de comunicação entre a África e a Diáspora,
mediante maiores investimentos nas áreas de trans-
students of African descent;

for the bettering of the condition of women.
To unite, at one time, Heads of State, intellectuals,
militant representatives of the most
diverse segments of the community for a collective
meditation on the future of so many nations and
their peoples, with their peculiarities and differences,
in search of a common path, could not have been
a task to be concluded in only a few days. CIAD II
continues to occupy the minds of all the continents,
eager to construct that future. As a natural outcome
of the discussions, enriching proposals reached the
Brazilian government and the Commission of the
African Union which then resulted in the Salvador
Declaration. A movement that will continue and
that, without any doubt, will nourish, in a positive
way, CIAD III in 2008, in Dakar. They are proposals
that underscore the need to
- create institutional mechanisms that reinforce
solidarity between Africa and the countries of the
Diaspora;
- increase student exchange between these
countries;
- undertake studies about the role of women in
African societies;
- implement awareness-raising programs on
citizenship for women;
- institute programs that disseminate to children
basic values and principles such as dignity,
resistance to oppression, democracy, and the
importance of work to children;
- develop a Pan-African network of intellectuals;
- adopt means for better international awarenessraising
about the problems of racism and the
exclusion of those of African descent;
- endeavor, along with Africa – Diaspora, to
systemize historic and economic facts, aiming for
their inclusion in school curriculums;
- promote the access of women to basic social necessities,
such as health, education, and culture;
- institutionalize perspectives of gender and
equity in the universities;
- assure greater participation by women in decisive
governmental issues and the implementation
of such decisions;
- guarantee the adequate administration of
natural resources, shared equitably, through
“participatory governance”;
- promote better integration of the excluded sectors
of the population as a way of combating the
potential sources of social conflicts, and threats of
terrorism and organized crime;
