Uma reflexão sobre o futuro

A II Conferência de Intelectuais da África e da Diáspora
– II CIAD, realizada em Salvador, de 12 a 14 de julho de
2006, constituiu um dos maiores encontros de acadêmicos,
lideranças políticas e representantes de movimentos sociais já
realizados no Brasil. O esforço de reflexão, centrado no tema
“A Diáspora e o Renascimento Africano”, permitiu à sociedade
brasileira consolidar sua parceria estratégica com o continente
africano, ao mesmo tempo em que conferiu maior legitimidade
ao esforço de implantar no país políticas de ação afirmativa em
prol dos afro-descendentes.
Os preparativos para a II CIAD, coordenados pelo Ministério
das Relações Exteriores, foram cuidadosos e enriquecedores.
Envolveram negociações com a Comissão da União
Africana; contatos com intelectuais africanos e dos países da
Diáspora; articulação de apoios junto a organismos internacionais;
constituição de um Grupo de Trabalho Inter-governamental;
reunião preparatória de um Comitê Científico Internacional;
e exaustiva consulta a intelectuais e entidades nacionais
dedicadas a temas africanos e afro-brasileiros. No processo,
adensaram-se os canais de comunicação já existentes entre
Brasil e África e abriram-se novas vias de diálogo entre governo
e sociedade civil.
Para a montagem da Conferência, o MRE e o Ministério
da Cultura – por intermédio da Fundação Cultural Palmares
– destacaram equipes de trabalho e mobilizaram recursos orçamentários.
A iniciativa contou ainda com o apoio do Governo
do Estado da Bahia, Prefeitura de Salvador, Universidade
Federal da Bahia (UFBA), Universidade do Estado da Bahia
(UNEB) e Força Aérea Brasileira. Entre os organismos internacionais,
além da parceria com a Comissão da União Africana,
merece destaque o apoio recebido da UNESCO, Comunidade
dos Países de Língua Portuguesa e Organização Internacional
da Francofonia.
A Sessão de Abertura da II CIAD foi realizada na manhã
do dia 12 de julho, no Auditório Yemanjá do Centro de Convenções
de Salvador, sob o comando do Presidente Luiz Inácio
Lula da Silva. Estiveram presentes os Chefes de Estado de
Botsuana, Cabo Verde, Gana, Guiné Equatorial e Senegal, bem
como a Primeira-Ministra da Jamaica, o Vice-Presidente da
Tanzânia e o Presidente da Comissão da União Africana. Delegações
ministeriais foram enviadas pelos governos de Angola,
Argélia, Etiópia e Marrocos. Os demais países africanos se fizeram
representar por seus embaixadores em Brasília. Ao término

The Second Conference of Intellectuals from Africa
and its Diaspora – CIAD II – which took place in
Salvador, July 12-14, 2006, constituted one of the
major encounters of academics, political leaders,
and representatives of social movements ever held
in Brazil. The force of the reflection, centered on
the theme “The Diaspora and African Renaissance”,
permitted Brazilian society to consolidate its
strategic partnership with the African continent, at
the same time that it conferred more legitimacy to
the force of establishing affirmative action policies in
Brazil in favor of Afro-descendents.
The preparations for CIAD II, coordinated by
the Ministry of Foreign Affairs, were careful and enriching.
They involved negotiations with the Commission
of the African Union; contacts with intellectuals
from Africa and countries in the Diaspora; the coordination
of support with international organisms;
the constitution of an Inter-governmental Working
Group; a preparatory meeting of an International
Scientific Committee; and, exhaustive consultation
with national intellectuals and entities dedicated to
African and Afro-Brazilian themes. In the process,
the channels of communication that already exist
between Brazil and Africa were deepened and new
lines of dialogue between the government and civil
society were opened.
For the staging of the Conference, the Ministry
of Foreign Affairs and the Ministry of Culture, with
the Palmares Cultural Foundation as intermediary,
detailed working teams and mobilized budgetary
resources. The initiative also enjoyed the support
of the Government of Bahia, the Municipality of
Salvador, the Federal University of Bahia (UFBA),
the State University of Bahia (UNEB), and the Brazilian
Air Force. Among the international organisms,
beyond the partnership with the Commission of the
African Union, the support received from UNESCO,
the Community of Portuguese-Speaking Countries,
and the International Francophone Organization
deserves mention.
The opening session of CIAD II took place on the
morning of the July 12, in the Yemaja Auditorium
at the Convention Center of Salvador, under the
command of President Luiz Inácio Lula da Silva. In
attendance were Heads of State from Botswana,
Cape Verde, Ghana, Equatorial Guinea, and Senegal,
as well as the Prime Minister of Jamaica, the Vice-
President of Tanzania, and the President of the Commission
