y which the various <strong>Africa</strong>n countries were integrated<br />
into the worldwide dynamic of capitalism. From that<br />
point, the struggle for identity, independence, <strong>and</strong><br />
development gave birth to a new <strong>Africa</strong> rocked by<br />
continental solidarity represented by the Organization<br />
of <strong>Africa</strong>n Unity. This was an attempt to go beyond the<br />
solidarity of national liberation struggles toward the<br />
institutionalization of Pan-<strong>Africa</strong>n ideas of continental<br />
political unity, as a type of United States of <strong>Africa</strong>.<br />
This process concluded with the victory of the South<br />
<strong>Africa</strong>n revolution which eradicated the last colonialist<br />
enclave in <strong>Africa</strong>.<br />
On this road of struggles, various nationalities were<br />
forged on the battlefields diversifying, interests <strong>and</strong><br />
potentialities. Support for <strong>Africa</strong> was even stirred up<br />
in the present process called globalization. We come<br />
to hear, insistently, the thesis of <strong>Africa</strong>n impracticality.<br />
The resulting problems of the selfsame colonial occupation<br />
came to be demonstrated as intrinsic to <strong>Africa</strong>:<br />
the wars, the epidemics, <strong>and</strong> the poverty.<br />
The <strong>Africa</strong>n reaction was exemplary. The quest for<br />
a new agreement of economic cooperation for development<br />
embodied in the <strong>Africa</strong>n Union replaced the<br />
dream of political unity embodied in the Organization<br />
of <strong>Africa</strong>n Unity.<br />
Today, who are we the diverse offspring of <strong>Africa</strong><br />
in the twenty-first century? What can we do? What do<br />
we want? These are the questions that the parameters<br />
of the worldwide contemporary moment have imposed<br />
on us. And, the quest for these answers brought heads<br />
of state, intellectuals, <strong>and</strong> activists for ethnic causes to<br />
the city of Salvador on the All Saints Bay, reunited in<br />
the second Conference of Intellectuals from <strong>Africa</strong> <strong>and</strong><br />
its <strong>Diaspora</strong> (<strong>CIAD</strong> <strong>II</strong>).<br />
In the ominous times of chattel slavery <strong>and</strong> slave<br />
traffic, many of the four million <strong>Africa</strong>ns, men <strong>and</strong><br />
women, who came to build Brazil, came through the<br />
city of Salvador, hundreds of crossroads between <strong>Africa</strong><br />
<strong>and</strong> the Americas. Today, this city continues to be a<br />
great crossroads of <strong>Africa</strong>n, Afro-American, <strong>and</strong> Afro-<br />
Caribbean cultures. For this reason, there was no more<br />
perfect scenario, than the most <strong>Africa</strong>n of <strong>Africa</strong>n cities<br />
outside of <strong>Africa</strong>, to inspire the search for answers in<br />
our journey toward the future.<br />
In Bahia, <strong>Africa</strong>ns <strong>and</strong> those of <strong>Africa</strong>n descent<br />
from the whole world are at home, sheltered <strong>and</strong><br />
embraced by their kinfolk <strong>and</strong>, in this atmosphere of<br />
fraternal intimacy, they could expound <strong>and</strong> debate “in<br />
family” the possibilities of exchange <strong>and</strong> cooperation<br />
between the countries of the <strong>Africa</strong>n continent <strong>and</strong><br />
the Brazilians <strong>and</strong> Americans who share this cultural<br />

Esta foi uma tentativa de ir além da solidariedade das lutas de<br />
libertação nacional na direção da institucionalização das idéias<br />
pan-africanas de unidade política do continente, uma espécie<br />
de estados unidos da África. Este processo encerrou-se com a<br />
vitória da revolução sul-africana que erradicou o último enclave<br />
colonialista em África.<br />
Neste caminho de lutas, várias nacionalidades se forjaram<br />
nos campos de batalha, diversificaram-se os interesses e as<br />
potencialidades. Acirrou-se todavia a secundarização da África<br />
no atual processo chamado de globalização. Passamos a ouvir,<br />
com insistência, a tese da inviabilidade africana. Os problemas<br />
resultantes da própria ocupação colonial passaram a ser<br />
mostrados como intrínsecos à África: as guerras, as epidemias,<br />
a pobreza.<br />
A reação africana foi exemplar. O sonho de unidade política<br />
encarnado na Organização da Unidade <strong>Africa</strong>na foi substituído<br />
pela busca de um novo pacto de cooperação econômica para o<br />
desenvolvimento encarnado na União <strong>Africa</strong>na.<br />
Hoje, quem somos nós, os diversos filhos da África no século<br />
XXI? O que podemos, o que queremos? Estes são os quesitos<br />
que se nos impõem os parâmetros da contemporaneidade<br />
mundial. E a busca dessas respostas trouxe chefes de estados,<br />
intelectuais, militantes das causas étnicas à Cidade do Salvador<br />
da Bahia de Todos os Santos, reunidos na <strong>II</strong> Conferência de<br />
Intelectuais da África e da Diáspora (<strong>CIAD</strong>).<br />
Nos tempos nefastos da escravidão e do tráfico de escravos,<br />
passaram pela cidade da Bahia, centenária encruzilhada entre<br />
a África e as Américas, muitos dos quatro milhões de africanos<br />
e africanas que vieram construir o Brasil. Hoje, a cidade<br />
continua a ser uma gr<strong>and</strong>e encruzilhada das culturas africanas,<br />
afro-americanas e afro-caribenhas. Por isso, não havia cenário<br />
mais perfeito, a mais africana das cidades africanas fora da<br />
África, para inspirar a busca das respostas para a nossa travessia<br />
rumo ao futuro.<br />
Na Bahia, africanos e afro-descendentes de todo o mundo<br />
estão em casa, abrigados e afagados pelos seus parentes e, neste<br />
ambiente de intimidade fraterna, puderam expor e debater<br />
em família as possibilidades de intercâmbio e cooperação entre<br />
os países do continente africano e os brasileiros e americanos<br />
que compartilham esta mesma herança cultural.<br />
A realização desta conferência foi a confirmação do compromisso<br />
assumido pelo governo do Presidente Lula e pelo Ministério<br />
da Cultura com o Governo do Senegal e com a União<br />
<strong>Africa</strong>na com a continuidade de um processo que se iniciou em<br />
2004, na I <strong>CIAD</strong>, em Dacar, de mobilização de todos os afri
