ABSTRACT
The objective of this thesis, developed in the scope of the research area
Economic and Institutional Analysis of Energy Systems is the comparative assessment
of the performance of Electricity and Water and Sanitation sectors of Brazil to supply
these services along the last century and the corresponding impact on promoting
Development. In this thesis development is understood as the sum of economic, social
and environmental conditions that ensure the amplification of people's opportunities of
progress in equilibrium with environment and future generations, as proposed by Social
Human Development conceptual framework. The basic hypothesis is that economic
liberalization adjustments started in the beginning of 1990s will not lead to those
results, in the case of the sectors under study.
The assessment included structural and conjuncture elements, such as
Economic Thought evolution, that influenced the current profiles of the sectors to
assess, from this point of view, the liberalization measures proposed by Washington
Consensus and World Bank Development Report 1994 to economic reorganization of
Latin America. The most significant historical periods of the constitution of the sectors
was delimited and in each phase, performance parameters was assessed in the
institutional, managerial, economic, social and environmental scopes.
Elements were developed that allowed to assess sectors' deficits and to
develop alternatives for management and regulation of the sectors considering the
actual local context and the Development of people and society of Brazil.
