ABSTRACT<br />

The objective of this thesis, <strong>de</strong>veloped in the scope of the research area<br />

Economic and Institutional Analysis of Energy Systems is the comparative assessment<br />

of the performance of Electricity and Water and Sanitation sectors of Brazil to supply<br />

these services along the last century and the corresponding impact on promoting<br />

Development. In this thesis <strong>de</strong>velopment is un<strong>de</strong>rstood as the sum of economic, social<br />

and environmental conditions that ensure the amplification of people's opportunities of<br />

progress in equilibrium with environment and future generations, as proposed by Social<br />

Human Development conceptual framework. The basic hypothesis is that economic<br />

liberalization adjustments started in the beginning of 1990s will not lead to those<br />

results, in the case of the sectors un<strong>de</strong>r study.<br />

The assessment inclu<strong>de</strong>d structural and conjuncture elements, such as<br />

Economic Thought evolution, that influenced the current profiles of the sectors to<br />

assess, from this point of view, the liberalization measures proposed by Washington<br />

Consensus and World Bank Development Report 1994 to economic reorganization of<br />

Latin America. The most significant historical periods of the constitution of the sectors<br />

was <strong>de</strong>limited and in each phase, performance parameters was assessed in the<br />

institutional, managerial, economic, social and environmental scopes.<br />

Elements were <strong>de</strong>veloped that allowed to assess sectors' <strong>de</strong>ficits and to<br />

<strong>de</strong>velop alternatives for management and regulation of the sectors consi<strong>de</strong>ring the<br />

actual local context and the Development of people and society of Brazil.<br />
