ONGs and development ideologies: the IDACO case. Adviser: José

From the 80-ies, in Brazil, the renascence of the civil society has been
occurred, as well as a new organization form that, although private, does not
aim at lucrative purposes and was distinguished from another kinds of
organization such as the sporting, religious, and recreational ones. These new
organizations, known as Non Government Organizations have been
increasingly acting on definition of the public policies, in defense of the civil and
social rights, so exposing their ideologies and development strategies. In this
study, the ideology is conceived as an idea-value, according to Dumont’s
definition, as playing a fundamental paper in societies and development
processes, so being no false idea or interest-limited idea. Categories such as
person, individual, mere individual and subject characterize different universes
of values and are used to the understanding of Brazilian society. Many ONGs
acting in the context of the Brazilian culture, marked by presence of the value
duplicities, are facing the hard task to reconciling the central values of the
modern individualism, such as the equality and freedom with the
