ABSTRACT<br />

The basic principle of this dissertation concerns to the domestic negligence that<br />

happens against children between 0 and 2 years-old by their poor family. The<br />

concept of negligence is discussed here not as a synonymous of the poorness<br />

condition or consi<strong>de</strong>ring poorness as its only cause, but as a result of parents and<br />

son’s subjectives experiences. The option for focusing young children families has<br />

two main reasons: first, the biggest occurrence of this kind of violence against this<br />

age mark’s children; second, the relevance of the affectives ties that binds children to<br />

their parents in this <strong>de</strong>velopment stage, point of view that Winnicott stands out.<br />

Domestic negligence is the most recurring type of familiar violence in the Tutelar<br />

Councils and in the Children and Youth Councils of Belo Horizonte, city where this<br />

research was carried out. Although negligence’s concept has been used to <strong>de</strong>scribe<br />

situations that involves children in rights violation’s condition, it’s also used as<br />

poorness synonym.<br />

Case study with families that took their children sheltered in Casa Novella because of<br />

domestic negligence was the chosen methodology. This choice _ case study _<br />

justifies for the interest of studing negligence through familie’s outlook. A non-<br />

reconnaissance posture of the domestic negligence performed is a common point<br />

among these families. They can’t associate their children’s official protection to the<br />

precarious conditions they live and also to all kind of privation they suffer. To them,<br />

they’ve lost their children because of their unsuitable houses or neighbours<br />

unfoun<strong>de</strong>d <strong>de</strong>letion. Finally, this research follows that poorness doesn’t imply<br />

domestic negligence, even though it has a close relation to its emergence or<br />

aggravation.<br />
