CAPÍTULO 2 A TERCEIRIZAÇÃO: HISTÓRICO, CONCEITOS E CRÍTICAS
Terceirizar não é prática nova no mundo globalizado dos empreendimentos. Há muitos anos, nas empresas dos países <strong>de</strong>senvolvidos e no Brasil, se pratica a contratação via prestação <strong>de</strong> serviços, <strong>de</strong> empresas especializadas em ativida<strong>de</strong>s que não cabem ser <strong>de</strong>senvolvidas no ambiente interno da organização. O conceito foi introduzido como <strong>processo</strong> e técnica <strong>de</strong> gestão administrativa- operacional corrente nos países industrialmente competitivos, tendo se originado nos Estados Unidos da América (EUA), logo após a eclosão da II Gran<strong>de</strong> Guerra. “Já era uma idéia antiga que consolidou-se durante a Segunda Guerra Mundial” (LEITE,1994, p. 03). As indústrias bélicas tinham como <strong>de</strong>safio concentrar-se no <strong>de</strong>senvolvimento da produção <strong>de</strong> armas e munição, para serem usados contra os países do EIXO – Alemanha, Japão e Itália - e passaram a <strong>de</strong>legar algumas ativida<strong>de</strong>s <strong>de</strong> suporte a empresas prestadoras <strong>de</strong> serviços por intermédio <strong>de</strong> contrato. Posteriormente as empresas passaram por “tempos <strong>de</strong> mutação administrativa” (GIOSA, 1993, p. 12), concentrando todas as funções técnico- administrativas sob sua coor<strong>de</strong>nação e execução. No final dos anos 80, o mercado mostrou novos horizontes a serem percorridos, pois percebeu-se que o importante era satisfazer o cliente, tentando e tendo, para isso, que dar mais qualida<strong>de</strong> <strong>ao</strong> produto ou serviço prestado. Para se obter essa “qualida<strong>de</strong>” que o cliente exigia, era necessário conhecer o seu perfil, seu gosto, seus <strong>de</strong>sejos. As gran<strong>de</strong>s organizações encontravam-se <strong>de</strong>spreparadas, pois estavam acostumadas a ditar as tendências do mercado. Assim, as pequenas e médias empresas, mais ágeis e percebendo o momento <strong>de</strong> mutação, aproveitaram-se da situação e começaram a conquistar fatias significativas do mercado. Segundo Leite (1994), as gran<strong>de</strong>s corporações reagiram a este <strong>processo</strong>, primeiramente, introduzindo o “downsizing”, que consiste na redução dos níveis hierárquicos na empresa. Foi necessário, então, para se diminuir o organograma, reduzir o número <strong>de</strong> cargos e agilizar a tomada <strong>de</strong> <strong>de</strong>cisões, o que não significa cortes <strong>de</strong> pessoal. Essa nova organização da direção e seus setores <strong>de</strong>terminaram o enfrentamento <strong>de</strong> um outro paradigma, “questionar as ativida<strong>de</strong>s secundárias
