ABSTRACT
The present dissertation examines the cultural policies implemented by the Bahia
government between 1995 and 2002, the period in which the group articulated by Senator
Antonio Carlos Magalhães, who had retrieved hegemony over the Bahia political scene since
the beginning of the 1990’s. The research is based on the following two analytical axis: i)
understanding of the modus operandi of the State Government in the cultural area, privileging
the link among tourism, culture and entertainment; ii) the understanding of the displacements
in the lines of command in the management of the cultural field, oriented by the ever closer
articulation among culture and entertainment, politics and economy, taking as the core for
analyses, the State Culture Incentive Program – Fazcultura. The results of this study
permitted us to infer that by the selection of the areas of culture and tourism, the government
adjusted to the current demand for cultural aspects, betting on the celebration of the unique
Bahia identity as an element of symbolic differentiation. Furthermore, this made the
Fazcultura into a privileged instrument capable of making the sectors of culture and
entertainment into one of the priorities in the development plan, thus contributing to the
strengthening of the hegemonic political forces in the State.
