Performance on <strong>de</strong>velopment partnerships is very<br />
mixed. Since 1990, <strong>de</strong>velopment finance to Arab countries<br />
has been, to a large extent, driven by the vested interests of<br />
donor countries rather than by the evi<strong>de</strong>nce-based <strong>de</strong>velopment<br />
challenges and priorities on the ground. On essential<br />
drugs, the impact of the global financial crisis has left<br />
many people in LDCs without access to affordable medicines.<br />
There have been major advance in the Arab region<br />
in the ICT sector, in particular in the internet and mobile<br />
areas, but the Arab LDCs still lag well behind other Arab<br />
countries in these two fields.<br />
Africa Sub-Saharan<br />
Sub-Saharan Africa is the region that is furthest<br />
away from reaching the 8 MDGs. It has a precarious<br />
infra-structure and poverty, low education and AIDS<br />
are the biggest stoppers of <strong>de</strong>velopment. With many<br />
countries below the poverty line, and most being low<br />
income countries, the capacity for internal structuring<br />
is not likely.<br />
Another big issue is frail <strong>de</strong>mocracies, with poor<br />
structures within its governments and the presence of<br />
dictatorships that generate high levels of corruption<br />
and low legitimacy. These create huge difficulties to<br />
create partnerships with NGO´s, international organizations<br />
and the private sector.<br />
The international Organizations present in the region,<br />
when implementing their programs, try to guarantee<br />
the commitment and the application of their<br />
programs and of their funding. The IMF created a program<br />
called Africa regional Technical Assistance Center<br />
east (AFRICA east) with the following objectives for<br />
the region: establish efficient and mo<strong>de</strong>rn revenue<br />
administrations, benchmarked against international<br />
best practice. Always with support in the implementation<br />
and encouraging their capacity-building programs.<br />
The necessity of financial resources are enormous<br />
“Yet, domestic resources and private- sector contributions<br />
will not be sufficient to achieve sustained economic<br />
growth and the MDGs. Overall, external public<br />
financing for <strong>de</strong>velopment in Africa needs to rise to<br />
US$72 billion per year to support the achievement of<br />
the MDGs.”<br />

OECD’s work is essentially linked to supporting the<br />
MDG effort, in particular through associated work to<br />
building a global partnership for <strong>de</strong>velopment, financing<br />
the MDGs and supporting strategic areas contributing to<br />
progress in the MDGs. Building a global partnership for<br />
<strong>de</strong>velopment, has the necessity to work together in partnership<br />
to achieve the MDGs (a priority outlined in MDG<br />
8) by the <strong>de</strong>velopment community.<br />
Smarter partnerships, that are broa<strong>de</strong>r and more inclusive<br />
to drive the international agenda across a range of<br />
<strong>de</strong>velopment issues, it being building by OECD. The <strong>de</strong>velopment<br />
issues are: Working Party on Aid Effectiveness,<br />
Informal Task Force on Tax and Development, International<br />
Dialogue on Peace building and State building and The<br />
PARIS 21 Consortium. Financing the MDGs, ODA (Official<br />
Development Assistance) is an essential and complementary<br />
source of finance for <strong>de</strong>velopment. Philanthropic<br />
organizations, emerging donors, innovative financing<br />
instruments and sovereign wealth funds, special purpose<br />
funding initiatives has formed new sources of <strong>de</strong>velopment<br />
finance and new challenges to un<strong>de</strong>rstanding the<br />
systems of aid flows. The OECD works to Track aid commitments<br />
and to un<strong>de</strong>rstand the architecture of global<br />
<strong>de</strong>velopment.<br />
According to the Swiss Agency for Development and<br />
Cooperation (SDC) what remains to be done by 2015 of<br />
the 8 MDG in world tra<strong>de</strong> is: General conditions to encourage<br />
tra<strong>de</strong>; International competitiveness of <strong>de</strong>veloping<br />
countries; improved market access; improved patent<br />
protection for <strong>de</strong>veloping countries; Closer partnerships<br />
with the Swiss private sector to achieve the MDGs.<br />
CONSIDERATIONS<br />
International cooperation has been going through<br />
changes in the flux of funding and assistance. Previously,<br />
it was North-South cooperation, and now this flux became<br />
South-South cooperation, where countries with the same<br />
level of <strong>de</strong>velopment, societies with similar objectives,<br />
help each other. Also countries that can assist with the<br />
best practices in the use of available resources so there<br />
is experience, knowledge and techniques exchange that<br />
can be used by both countries.
