Performance on development partnerships is very
mixed. Since 1990, development finance to Arab countries
has been, to a large extent, driven by the vested interests of
donor countries rather than by the evidence-based development
challenges and priorities on the ground. On essential
drugs, the impact of the global financial crisis has left
many people in LDCs without access to affordable medicines.
There have been major advance in the Arab region
in the ICT sector, in particular in the internet and mobile
areas, but the Arab LDCs still lag well behind other Arab
countries in these two fields.
Africa Sub-Saharan
Sub-Saharan Africa is the region that is furthest
away from reaching the 8 MDGs. It has a precarious
infra-structure and poverty, low education and AIDS
are the biggest stoppers of development. With many
countries below the poverty line, and most being low
income countries, the capacity for internal structuring
is not likely.
Another big issue is frail democracies, with poor
structures within its governments and the presence of
dictatorships that generate high levels of corruption
and low legitimacy. These create huge difficulties to
create partnerships with NGO´s, international organizations
and the private sector.
The international Organizations present in the region,
when implementing their programs, try to guarantee
the commitment and the application of their
programs and of their funding. The IMF created a program
called Africa regional Technical Assistance Center
east (AFRICA east) with the following objectives for
the region: establish efficient and modern revenue
administrations, benchmarked against international
best practice. Always with support in the implementation
and encouraging their capacity-building programs.
The necessity of financial resources are enormous
“Yet, domestic resources and private- sector contributions
will not be sufficient to achieve sustained economic
growth and the MDGs. Overall, external public
financing for development in Africa needs to rise to
US$72 billion per year to support the achievement of
the MDGs.”
OCDE
VII Fórum FAAP de Discussão Estudantil - 2011
OECD’s work is essentially linked to supporting the
MDG effort, in particular through associated work to
building a global partnership for development, financing
the MDGs and supporting strategic areas contributing to
progress in the MDGs. Building a global partnership for
development, has the necessity to work together in partnership
to achieve the MDGs (a priority outlined in MDG
8) by the development community.
Smarter partnerships, that are broader and more inclusive
to drive the international agenda across a range of
development issues, it being building by OECD. The development
issues are: Working Party on Aid Effectiveness,
Informal Task Force on Tax and Development, International
Dialogue on Peace building and State building and The
PARIS 21 Consortium. Financing the MDGs, ODA (Official
Development Assistance) is an essential and complementary
source of finance for development. Philanthropic
organizations, emerging donors, innovative financing
instruments and sovereign wealth funds, special purpose
funding initiatives has formed new sources of development
finance and new challenges to understanding the
systems of aid flows. The OECD works to Track aid commitments
and to understand the architecture of global
development.
According to the Swiss Agency for Development and
Cooperation (SDC) what remains to be done by 2015 of
the 8 MDG in world trade is: General conditions to encourage
trade; International competitiveness of developing
countries; improved market access; improved patent
protection for developing countries; Closer partnerships
with the Swiss private sector to achieve the MDGs.
CONSIDERATIONS
International cooperation has been going through
changes in the flux of funding and assistance. Previously,
it was North-South cooperation, and now this flux became
South-South cooperation, where countries with the same
level of development, societies with similar objectives,
help each other. Also countries that can assist with the
best practices in the use of available resources so there
is experience, knowledge and techniques exchange that
can be used by both countries.
