Eastern Europe and CSI
As there exists cultural and historical relations with
central Europe, the countries from eastern Europe and
CSI, have a strong relation with the European countries
from Organization for Economic Cooperation and Development
(OECD). Some of these countries belong to
the European Union (EU) and bring benefits to the region.
The issues that must be worked on in the region, according
to the UNDP are:
• Defining development cooperation policies and
strategies;
• Setting-up aid delivery mechanisms including institutions,
procedures, and training staff;
• Facilitating cooperation between established donors,
with new donors and partner country and
• Carrying out awareness raising campaigns.
The objectives revolve around the necessity to solidify
the present structures, to improve the financial
mechanism and the bank system. The region has good
levels of education, however, it is necessary that they
are used in an efficient way, so that they can transfer it
to the poor areas. Solidify the financial market, find ways
to integrate the region allowing the transfer of technology
and knowledge is essential for the development of
the region.
Asia and Pacific
The Asian and Pacific region suffers from economic
disparity, where there are both countries in a great level
of development and others in extreme levels of poverty.
A clear example of this dichotomy is Bangladesh
and Japan. With this economical disparity, problems
such as economical dependency, different levels of development
and problems with regional integration rise
in the region. Integration is necessary to reach a global
partnership, both between different governments, and
between NGO’s and the private sector.
The region has several islands that cannot support
themselves economically, and the environmental issue
in the region becomes more and more significant, due
to the fact that the region can suffer from natural disasters.
Two other problems are the environmental degradation,
resulting in few natural supplies, and also new
democracies, which are still weak in their actions and
control.
China is a regional potency, with a big role on financial
and technical cooperation regarding the transfer of
technology and know-how to poor countries such as
Bangladesh [b]y a the end of 2007, China had provided
assistance to more than 120 countries with almost 2,000
projects of various types.
Another mobilization for the cooperation in the region
is the Pacific Financial Technical Assistance Center
(PFTAC), a program guided by the IMF that tries to help
the efficiency of the taxes system, better efficiency and
quality in the formulation of budget for education, compliance
with international standards and best practices
in regulation.
Arab States
The Arab States’ issue regarding development is great
in the dictatorships with religious influence in politics
and the historical conflicts in the region are still one of
the biggest problems for development. Another important
point is the lack of security and low life expectancy
of the youth, due to the forms of government and the
great influence of religion in politics and day to day life.
Thus, many of them coexist with terrorist groups, making
security even more instable in the country.
An IMF project called Middle East Regional Technical
Assistance Center (METAC), seeks to provide capacitybuilding,
facilitate the reform process and support the
region’s integration in the world economy through experts
from IMF and a team of resident advisors. METAC
works in 5 areas: banking supervision, macroeconomics
statistics, public financial management, revenue administration
and Central Bank accounting debt management
and money market.
