Eastern Europe and CSI<br />
As there exists cultural and historical relations with<br />
central Europe, the countries from eastern Europe and<br />
CSI, have a strong relation with the European countries<br />
from Organization for Economic Cooperation and Development<br />
(OECD). Some of these countries belong to<br />
the European Union (EU) and bring benefits to the region.<br />
The issues that must be worked on in the region, according<br />
to the UNDP are:<br />
• Defining <strong>de</strong>velopment cooperation policies and<br />
strategies;<br />
• Setting-up aid <strong>de</strong>livery mechanisms including institutions,<br />
procedures, and training staff;<br />
• Facilitating cooperation between established donors,<br />
with new donors and partner country and<br />
• Carrying out awareness raising campaigns.<br />
The objectives revolve around the necessity to solidify<br />
the present structures, to improve the financial<br />
mechanism and the bank system. The region has good<br />
levels of education, however, it is necessary that they<br />
are used in an efficient way, so that they can transfer it<br />
to the poor areas. Solidify the financial market, find ways<br />
to integrate the region allowing the transfer of technology<br />
and knowledge is essential for the <strong>de</strong>velopment of<br />
the region.<br />
Asia and Pacific<br />
The Asian and Pacific region suffers from economic<br />
disparity, where there are both countries in a great level<br />
of <strong>de</strong>velopment and others in extreme levels of poverty.<br />
A clear example of this dichotomy is Bangla<strong>de</strong>sh<br />
and Japan. With this economical disparity, problems<br />
such as economical <strong>de</strong>pen<strong>de</strong>ncy, different levels of <strong>de</strong>velopment<br />
and problems with regional integration rise<br />
in the region. Integration is necessary to reach a global<br />
partnership, both between different governments, and<br />
between NGO’s and the private sector.<br />
The region has several islands that cannot support<br />
themselves economically, and the environmental issue<br />
in the region becomes more and more significant, due<br />
to the fact that the region can suffer from natural disasters.<br />
Two other problems are the environmental <strong>de</strong>gradation,<br />
resulting in few natural supplies, and also new<br />
<strong>de</strong>mocracies, which are still weak in their actions and<br />
control.<br />
China is a regional potency, with a big role on financial<br />
and technical cooperation regarding the transfer of<br />
technology and know-how to poor countries such as<br />
Bangla<strong>de</strong>sh [b]y a the end of 2007, China had provi<strong>de</strong>d<br />
assistance to more than 120 countries with almost 2,000<br />
projects of various types.<br />
Another mobilization for the cooperation in the region<br />
is the Pacific Financial Technical Assistance Center<br />
(PFTAC), a program gui<strong>de</strong>d by the IMF that tries to help<br />
the efficiency of the taxes system, better efficiency and<br />
quality in the formulation of budget for education, compliance<br />
with international standards and best practices<br />
in regulation.<br />
Arab States<br />
The Arab States’ issue regarding <strong>de</strong>velopment is great<br />
in the dictatorships with religious influence in politics<br />
and the historical conflicts in the region are still one of<br />
the biggest problems for <strong>de</strong>velopment. Another important<br />
point is the lack of security and low life expectancy<br />
of the youth, due to the forms of government and the<br />
great influence of religion in politics and day to day life.<br />
Thus, many of them coexist with terrorist groups, making<br />
security even more instable in the country.<br />
An IMF project called Middle East Regional Technical<br />
Assistance Center (METAC), seeks to provi<strong>de</strong> capacitybuilding,<br />
facilitate the reform process and support the<br />
region’s integration in the world economy through experts<br />
from IMF and a team of resi<strong>de</strong>nt advisors. METAC<br />
works in 5 areas: banking supervision, macroeconomics<br />
statistics, public financial management, revenue administration<br />
and Central Bank accounting <strong>de</strong>bt management<br />
and money market.<br />
