HISTORy OF THE COMMITTEE<br />
Since ancient times, people have been suffering consequences<br />
from poverty in many ways. After two world<br />
wars, countries have joined the i<strong>de</strong>a of building together<br />
a world in peace, which would attend to human beings<br />
and to their needs. Over this i<strong>de</strong>a, the United Nations<br />
was created.<br />
The UN is composed by many programs which intend<br />
to achieve different goals, but all of them take<br />
regard to an important issue: the promotion of human<br />
rights. Twenty years after its creation, 1965, it started<br />
to pass through some institutional updates in or<strong>de</strong>r to<br />
face better prepared the new challenges presented by<br />
the un<strong>de</strong>r<strong>de</strong>velopment of the majority of the Member<br />
States. In November of 1965, the United Nations Program<br />
for Development was foun<strong>de</strong>d. In the beginning,<br />
its goal was to coordinate the United Nations Program<br />
for Technical assistance, foun<strong>de</strong>d in 1949. Later, by 1971,<br />
it merged completely un<strong>de</strong>r the UNDP. Its main goal is<br />
“bringing <strong>de</strong>velopment everywhere and thus eliminating<br />
poverty”. It was created to bring together all the<br />
already effective existed <strong>de</strong>cisions and actions toward<br />
<strong>de</strong>velopment.<br />
It works as the technical assistance program which<br />
seeks to support countries to do the right investments<br />
seeking <strong>de</strong>velopment. There is a branch office in each<br />
member country and a UNDP Resi<strong>de</strong>nt Representative<br />
works as a coordinator of <strong>de</strong>velopment activities as well.<br />
Through this coordination, which represents the whole<br />
UN system in each country, UNPD seeks to ensure the<br />
most effective use of the UN, its principals and resources<br />
and international aid resources.<br />
It needs to be stressed that UNPD does not execute<br />
the programs it supports; it is responsible for opening<br />
a <strong>de</strong>bate on key <strong>de</strong>velopment issues, providing new<br />
measurement tools, innovative analyses and often<br />
controversial policy proposals. It attracts and distributes<br />
aid, coordinates and evaluates projects which will<br />
be executed by others. UNDP can be explained as the<br />
physical space where all the issues concerning <strong>de</strong>velopment<br />
find a place to merge and work over common<br />
problems towards reaching effective resolutions. In addition<br />
to that, having governments as members, UNDP<br />
also works alongsi<strong>de</strong> private companies and the global<br />
society.<br />
The United Nations Development Program was i<strong>de</strong>alized<br />
on 1965 during a UN General Assembly meeting<br />
where Member States <strong>de</strong>ci<strong>de</strong>d to merge the United Nations<br />
Special Fund and the Expan<strong>de</strong>d Program of Technical<br />
Assistance. Therefore, its creation resolution was<br />
approved on 1966. Annually, the Program produces reports<br />
on life conditions all over the world. Trough these<br />
reports, the concept of Human Development and its In<strong>de</strong>x<br />
was created. Among the UNDP duties, we can find<br />
the UN Volunteer Program, Human Development Fund<br />
for Women and also activities related to habitations,<br />
constructions, health, transportation and more. Lately,<br />
the organ has risen the Millennium Development Goals<br />
flag, believing that all member states would be committed<br />
to meet the following goals:<br />
