SummaryGas and oil as the basis of the national economyProduction, processing and export of energy (gas and oil) play an important role inthe Dutch economy. Producing gas has benefited the national economy for years bycreating extra income (around 3.6 billion Euro annually in government revenue).Furthermore Rotterdam is one of the largest supply, process and transport areas ofoil in Europe. Its port has seen companies make important investments that form asolid base for the mainport of Rotterdam – an international centre in the web ofnational, European and intercontinental connections. This mainport links theNetherlands tightly to the rest of the world and the surrounding area provides a goodclimate for living and settling.Exhausting the supplies of fossil fuelsThe exhaustion of fossil fuels, including the depletion of the Dutch natural gas supplyand the expected exhaustion of many oil wells, has initiated the Dutch, in line withother governments, to take policy measures. In 2030 more than 30% of the existingenergy need must come from alternative energy sources, among which biomass willplay an important role. This biomass can partly be won in the Netherlands, but alarge part of it will have to be brought in. This biomass needs to be produced in asustainable way, with respect to ecological, economical and social values. Logisticand processing facilities will continue to play an important role in the energy supply ofour country and the inland regions supplied by the port of Rotterdam, such as theRuhrgebiet in Germany. The ambition to keep the main port in position and expand itcontinues to be important. Biomass as a carrier of energy offers opportunities tosupport the energy port. In other words how do we develop a Bioport that is one ofthe new basic pillars of the mainport?Biomass is a complex substance with many applications. In this report we focus atthe processing of biomass to fuels, raw materials for chemical processes and fuel forelectricity and heat plants. Biomass itself is a product with a relatively low value and alarger volume per energy unit than oil. Given the high processing costs bio masstolerates few treatments and transfers because that will increase the cost to anunacceptable level. Biomass can compete with oil when the oil price is at $60 to $70per barrel. On a global level we strive to improve the competitive position of biomasscompared to oil by minimising the cost within the individual biomass chain. This is amajor challenge in itself.Bio Port basis of main portAt this moment the emphasis in studies and applications is in developing andoptimising the biomass production chains. These chains have to compete with theexisting chains of oil production and processing. The breakthrough that the Bio Portconcept is aiming for is not focus on reinforcing and/or optimising within chains (forexample energy, chemistry), but on forming clusters and therefore promote linkingand entwining of different chains. The most important difference in the approach isthe fact that cost reduction is the focus within the chain, while the cluster is primarilyaiming at value creation. The cost minimisation in the traditional chain approach isreached by fine tuning the different steps within the chain. In most cases just onedominant player determines the cost development in the chain and in doing this also11
