FINEXPO EVALUATION<br />
availability and observations on the sustainable development assessment, employment<br />
generation, institutional capacity needs assessment, repeat order, existence of<br />
monitoring and evaluation, procurement, competition with aid, intervention of<br />
Development Banks and other observations.<br />
The inventory enabled the team to list the beneficiaries in <strong>Belgium</strong>. The purpose was<br />
to:<br />

identify a representative cluster of beneficiaries for a complementary survey<br />
(conducted based on a semi-open questionnaire see appendix 5),<br />
underline the diversity or homogeneity of the beneficiaries, useful for the<br />
analysis of the FINEXPO effectiveness in terms of promotion of Foreign trade.<br />
Portfolio sample analysis<br />
This portfolio analysis guided the team for selecting two groups of projects.<br />

The first selective sample included the projects selected for an in-depth<br />
documentary analysis. 44 projects have been selected against the previous<br />
criteria in order to be representative of the portfolio. All the projects<br />
implemented in Ghana and Vietnam were included (see appendix 4).<br />
The second one included all the projects implemented in Vietnam and Ghana.<br />
The objective of these case studies was to illustrate the analysis and refine the<br />
judgement on relevance, coherence, effectiveness and impact.<br />
C - Analysis: findings<br />
As presented in chapter 1, the evaluation must assess the two objectives of FINEXPO:<br />
the promotion of foreign trade and development assistance.<br />
In order to face this challenge and to be as accurate as possible, the team aimed at<br />
addressing the evaluation criteria through three level of analysis: the whole FINEXPO<br />
portfolio, the sample and the case studies. In practice, the analysis has been conducted<br />
through two levels, FINEXPO and case studies.<br />

Each evaluative criterion has been addressed through the answer to the evaluative<br />
questions based on the judgement criteria and indicators validated by the steering<br />
committee. The answers were provided by interviews and the study of files (see section<br />
