development” 99 . In the regulation of 2005, the overall objective of<br />

the programme was formulated in a different way. No longer the<br />

employment criterion prevailed, but the focus shifted towards<br />

“sustainable economic development” and “improvement of the<br />

business climate”. However, the regulations did not specify specific<br />

appraisal criteria for the improvement of the business climate.<br />

The development relevance criteria are linked to the Millennium<br />

Development Goals, as well as to the indicators used by the<br />

recipient country itself.<br />

During the pre-appraisal the consultants are supposed to assess<br />

whether the proposal is either not commercially feasible or cannot<br />

obtain commercial financing 100<br />

For ORIO-B countries, the development relevance and<br />

sustainability of the activities are the main selection criteria. By<br />

February 2010, the specific criteria were not yet available.<br />
