FINEXPO EVALUATION<br />
After the buyer fulfils its conditions for commercial funding, the<br />
loan agreement negotiations start. After approval of the lending<br />
bank, a first down payment is required, as well as the necessary<br />
guarantees. The Ministry of Finance or a solid bank in the<br />
recipient country is required to act as borrower/guarantor.<br />

All projects are being monitored, as well as the total portfolio in<br />
order to ensure that the portfolio responds to the programme<br />
objectives, while project monitoring ensures the quality of the<br />
aid and the sustainability of the projects. This monitoring is<br />
done by Danida and by contracted consultants. Follow-up<br />
missions and review of one or several projects are carried out.<br />
All projects are included in an indicator system that allows<br />
detecting features at programme level.<br />
Either a Spanish exporter, a foreign importer, or a public or<br />
bank entity may identify a project or programme and request for<br />
FAD support.<br />

The request is presented to the Secretaría de Estado<br />
de Turismo y Comercio. Next to the application form,<br />
certain certificates have to be issued, such as on the<br />
use of foreign materials, local expenses, commercial<br />
fees; and the institutional relationship between<br />
exporter and buyer (shares; holdings; common<br />
interests).<br />
After pre-appraisal, the technical content is further<br />
assessed by different multi-disciplinary groups,<br />
according to the subject matter of the request.<br />
If endorsed, the Secretary for Tourism and Trade<br />
passes it on to the ministries for Industry, Tourism<br />
and Trade and for Foreign Affairs. If endorsed, the<br />
proposal is submitted to the Inter-ministerial<br />
commission<br />
This Inter-ministerial Commission is chaired by the<br />
State Secretary for Tourism and Trade, with as vicepresidents<br />
the Ministries for Foreign Affairs and<br />
Industry, Tourism and Commerce. Members are<br />
representatives of a variety of ministerial<br />
departments and agencies.<br />
If approved, the recipient government is invited to<br />
accept explicitly the conditions for the grant and loan,<br />
as well as the purpose of the credit.<br />
Once received, approval follows by Cabinet (Consejo<br />
de Ministros Español).<br />
Once formally approved, the specific terms of the<br />
Credit Agreement are negotiated with the financial<br />
agent of the recipient country. Signing of Agreement<br />
follows.<br />
The budget commitment is made by the Directorate<br />
General for Trade and Investment.<br />
Funds are made available to the exporter or the<br />
intermediary bank for the first instalment. This will be<br />
in line with the terms agreed upon in the<br />
corresponding commercial contract.<br />
