The Ministry of Foreign Affairs has assigned the International<br />

Department for Economic Publicity (EVD), part of AgentschapNL<br />

as the administrative responsible agency. The selection of<br />

initiatives / projects that might be supported by ORIO resources<br />

takes place on the basis of half-yearly competition rounds for the<br />

best proposal. The assessment of the proposals, and hence the<br />

selection of the projects will be outsourced to specialised<br />

consultants. 93 The appraisal agent has to collaborate with the<br />

government of the recipient country in order to ensure that<br />

activities will be fully supported by the recipient. The subsidy<br />

itself will be provided by the Ministry of Foreign Affairs.<br />

Magnitude of portfolio and budget<br />

The programme started in 1998, hence to date; it has operated<br />

for 12 years.<br />

The budget distinguishes between expenditures based on<br />

existing commitments and a budget for new commitments. In<br />

2009 € 180 million was available for expenditures and € 700 M<br />

for new commitments. The budget for 2010 allocates € 300 M<br />

for existing and € 400 M for new commitments. The real<br />

expenditure over the period 1998 – 2008 has reached<br />

approximately € 1.9 billion, or on average € 190 M per year.<br />

The budget for the ERP fund forms integral part of a general<br />

allocation to KfW. In 2008, the total amount of commitments by<br />

KfW IPEX Bank GmbH (of which ERP forms part) reached € 63.7<br />

billion. (no financial data could be found about budget and<br />

commitments for ERP)<br />

The composite loans form part of the federal development<br />

loans; the annual allocation to composite loans is not available.<br />

The programme started in 1993, hence to date, it has operated<br />

for 17 years. The annual budget allocation is DKK 350 M<br />

(approx. € 47 M) including the administrative and financial<br />

costs.<br />

FAD Internationalisation “grants and loans” component is used<br />

for larger projects mainly. Up to approximately 20 projects per<br />

year are being approved. In 2007, € 470 M was disbursed to the<br />

implementation of 14 projects. This equals about one fifth of the<br />

total FAD budget over a year (in 2008: € 2,500 M<br />

approximately).<br />

ORET started in 1979, but comparable forms of operation<br />

existed since 1992. The programme was closed for new<br />

proposals in 2007. Hence, it was operational for 15 years.<br />

ORET/MILIEV programme expenditures have fluctuated over the<br />

years. The initial budget in 1992 was €39 million, which grew to<br />

€143 million in 1998, corresponding to the merging of ORET and<br />
